The Kennewick Irrigation District (KID) is seeking an Engineering Manager to supervise and manage all projects in the engineering and operations departments.  &lt;br /&gt;
&lt;br /&gt;
The KID provides raw irrigation water to more than 20,000 residences in the cities of Kennewick, Richland, and West Richland as well as agricultural lands in eastern Benton County.  KID also operates two potable water systems. The KID is undergoing robust urbanization and expansion of its agricultural lands.&lt;br /&gt;
&lt;br /&gt;
The KID has approximately 50 full time employees, five in Engineering and 26 in Operations.  KID has an operating budget of over $7 million plus a capital improvement budget of over $1 million.  KID has over 80 miles of open canals and about 70+ urban pump stations.  The ideal candidate will have at least 10 years experience in senior technical leadership positions.&lt;br /&gt;
&lt;br /&gt;
Applicants must have a bachelor’s degree in Civil Engineering or a closely related field.  Applicants must also have the following:&lt;br /&gt;
&lt;br /&gt;
•Proven capabilities in open channel flow, canal regulation and pressurized pump station design and operation&lt;br /&gt;
&lt;br /&gt;
•A Washington State PE license or acquire such license within six months of being employed by KID&lt;br /&gt;
&lt;br /&gt;
•Extensive experience with canal flow and pump automation, including remote SCADA operations, installations and maintenance&lt;br /&gt;
&lt;br /&gt;
•Leadership, strategic management and strong communication skills.&lt;br /&gt;
&lt;br /&gt;
Salary range is $70,247 to $105,370 annually plus benefits.&lt;br/&gt;&lt;br/&gt;

Construction Specialist&lt;br /&gt;
&lt;br /&gt;
The Construction Specialist functions as a member of a crew consisting of between 10 and 25 employees and performs field, office, and inspection engineering work on highway location, construction, and maintenance projects. This position may require supervision of survey crew, contractors operations and office duties relating to engineering projects. The salary range is $3745-$5267/month. This position is located in Pendleton.&lt;br /&gt;
&lt;br /&gt;
As a Construction Specialist you will:  &lt;br /&gt;
•	Assist Project Manager and Assistant Project Manager in monitoring employee work performance. &lt;br /&gt;
•	Performs complex inspection duties on varied location or construction projects and resolves day to day problems encountered on projects.  Provides technical assistance to lower level inspection personnel.  Enforces compliance to plans and specifications. &lt;br /&gt;
•	Reviews temporary construction signing for the protection of workers and motorists.  Takes appropriate action to insure adequate and proper signing. &lt;br /&gt;
•	Provides liaison between supervisor, field crews, contractor's personnel and the public to assure effective administration of construction projects. &lt;br /&gt;
•	Acts as a resource person to survey crews, drafters and designers to provide technical assistance and problem solving. &lt;br /&gt;
•	Performs and assists in directing progress estimates and verification of contractor submittals. &lt;br /&gt;
•	Performs complex engineering calculations and advises lower level employees on details of work for conformance with departmental policies and procedures. &lt;br /&gt;
•	Reviews compliance with safety laws on contract projects and reports problems to supervisor. &lt;br /&gt;
•	Drafts CCO, EWO and SFO as necessary and provides supporting data to APM and/or PM. &lt;br /&gt;
•	Reviews Plans, Specs, and Estimates for accuracy and conformance to ODOT and AASHTO Standards. &lt;br /&gt;
•	Attends and participate in project meetings such as Plans-in-hand, preliminary design reviews, and meetings with ODFW. USFS, Indian Tribes, and Stake holders and PDT's. &lt;br /&gt;
•	Participates as a member of the crew (work) team as outlined by their team agreements. Duties of a team member may include preparing for meetings, preparing, presenting, and sponsoring action items and crew team proposals, implementing approved team proposals, and giving honest, open feedback during critiques.&lt;br /&gt;

&lt;br /&gt;
&lt;br /&gt;
Position Qualifications include:  &lt;br /&gt;
•	A Fundamentals of Engineering certificate (FE) and one year of experience applying professional engineering theory, principles and methods.&lt;br /&gt;
