QUALIFICATIONS
Education:
A Bachelors Degree in Environmental studies or closely related field and 10 years of experience is required.
Preferences:
Project management experience is preferred. GIS training is highly desired.

HOURS & TRAVEL
This position requires the individual work 40 hours per week with 95% of the time spent in the office and 5% in the field.

Juneau, Alaska�s capital city with a population of over 31,000 residents, is the largest community on the North American continent not connected to the continental highway system. The only public surface transportation available is a state-owned ferry system that provides transportation to many of Alaska�s southeast coastal communities. The purpose of and need for the Juneau Access Improvements Project is to provide improved transportation to and from Juneau within the Lynn Canal corridor that will reduce travel times, state, and user costs while providing capacity to meet demand and improved opportunity to travel.

This position is responsible for general and specific direction of the Juneau Access project. The primary duty is to oversee the development of a court order Supplemental Environmental Impact Statement (SEIS) and eventual contract awards for its staged construction. Duties include coordination and management of consultants and in-house subject matter experts involved in numerous studies such as socioeconomics, highway alignments, terrestrial and marine habitat, marine transportation links, traffic demand, highways, etc.

The Project Manager will be an expert in NEPA implementation and must be intimately familiar with the environmental impact analysis process for new road development, particularly with regard to wildlife, wetlands, endangered species, essential fish habitat, and historic properties. The Project Manager must also be familiar with all aspects of planning and engineering related to project development. The level of coordination of these activities is of considerable intricacy, requiring the skills and experience of several years of FHWA EIS work, along with construction permitting and environmental compliance monitoring. The Project Manager will meet with federal, state, local officials and community groups requiring a level of high profile experience in public and agency involvement.

The project is expected to take eight years to reach completion.

This is an exempt position and the salary is $91,872. This position is fully benefited.

Responsibilities would include, but not be limited to:
� Research of regional wastewater systems and development of detailed engineering studies for municipal waste;
� Leading the design for wastewater and water system improvements including supervising younger engineers and inspectors;
� Preparing bid documents, holding preconstruction conferences and providing construction management;
� Coordination with state and federal agencies as needed for smooth completion of project;
� Represent the firm with clients and assist with public hearings or other presentations pertinent to projects; and
� Preparing cost estimates for improvements.

Requirements include:
� A Professional Engineer�s license,
� Familiarity with wastewater requirements of the State of Montana,
� At least 4 years� experience in wastewater system design and/or management,
� At least 2 years� consulting experience, and

Barr Engineering is seeking a wastewater engineer to join its Minneapolis office and undertake challenging and progressive work focused on water and wastewater treatment facilities for industrial and municipal clients as well as groundwater treatment systems for remediation projects. Project assignments may include working as an individual or as part of a project team to assist with any of the following tasks: mass balance calculations; bench testing of physical, chemical or biological treatment unit operations; modeling of chemical and biological processes; conceptual and detailed engineering including plans and specifications for construction of treatment technologies; evaluation and troubleshooting of new or existing systems; and preparation of technical reports. Responsibilities may also include development of proposals, scopes of work and budgets; communications, meetings and negotiations with clients and regulatory agency personnel; internal team coordination and staff mentoring; and overall project management. This job may require occasional out-of-town assignments.

NOTE: Job assignments may involve work on waste disposal sites and sites requiring cleanup of hazardous materials. Participation in an OSHA mandated medical surveillance program will be required and safety training will be provided before being assigned to work on these sites. Applicants must be able to work in locations that feature the rough terrain typical of construction sites and to enter and work within facilities that include limited accessibility, moving machinery, and other conditions typical of industrial facilities.

Minimum Qualifications:

Bachelor�s Degree in Civil, Environmental, or Chemical Engineering.
5 to 10 years of relevant work experience.
Strong technical skills in a wide range of analysis and design related to water and wastewater engineering.
Exposure to work in a laboratory setting, including bench scale testing and wastewater analysis.
Strong technical and problem-solving skills, excellent communication skills and attention to detail.
Demonstrated effectiveness in building working relationships and leading and working with multi-discipline teams.
Willingness to travel and periodically adjust personal schedules to meet project and client needs.
Acceptable driving record.

Preferred Qualifications:

M.S. or Ph.D. degree in Civil, Environmental or Chemical Engineering or a related discipline.
Registered Professional Engineer or ability to become registered within 6 months.
Working understanding of aquatic chemistry, environmental microbiology and aquatic toxicology.
Engineering knowledge and experience with industrial manufacturing processes such as petroleum refining and mining, and water treatment for industrial uses such as cooling water and boiler feed.
Experience in developing models for chemical and biological treatment processes using commercially or publicly available software packages such as BioWin and PHREEQC.
Experience assisting clients with Clean Water Act compliance.
