The Alaska Department of Transportation &amp; Public Facilities (DOT&amp;PF), Statewide Design &amp; Engineering Services is recruiting for an Environmental Impact Analyst III to join our team and help Keep Alaska Moving!&lt;br /&gt;
 &lt;br /&gt;
This position provides technical assistance to the Statewide Environmental Manager and the Environmental Program Manager for storm water compliance. The incumbent develops storm water policy and procedures and associated training. The incumbent may represent the Statewide Environmental Manager on interagency work groups. The position is the project manager for the development and maintenance of the annual storm water compliance data base and will also oversee storm water compliance reporting to the U.S. Environmental Protection Agency (EPA). The successful candidate will also be responsible for the development of erosion and sediment control best management practices (BMPs) and other technical guidance.&lt;br /&gt;
 &lt;br /&gt;
The ideal applicant will possess some or all of the following knowledge, skills, abilities, and experience:&lt;br /&gt;
•	Demonstrated organizational skills and ability to work with minimal guidance to prioritize multiple demands, formulate short and long term goals and objectives with accompanying organizational and operational plans, review and evaluate the work of others with an attention to detail;&lt;br /&gt;
•	Demonstrated ability to collaborate and negotiate with people from different state and federal agencies, and the private sector – contractor staff, regional project managers, and agency officials;&lt;br /&gt;
•	Demonstrated knowledge of water quality and regulatory issues including water quality standards, storm water best management practices, permitting, and compliance; &lt;br /&gt;
•	Demonstrated skills in researching and analyzing problems and issues, developing potential resolutions, identifying a best course of action and the necessary resources, and negotiate final resolution; and&lt;br /&gt;
•	Excellent oral and written communication skills with a demonstrated ability to clearly communicate complex legal, scientific, and regulatory issues to a diverse range of people even in adverse/stressful conditions. &lt;br /&gt;
 &lt;br /&gt;

Minimum Qualifications for this position are:&lt;br /&gt;
A bachelor’s degree from an accredited college in an environmental, physical, biological, or natural science; engineering; planning; natural resources; or public or business administration;&lt;br /&gt;

Two years of journey professional experience evaluating the potential environmental and socio-economic impacts of construction projects; preparing environmental documentation; and determining, negotiating, and monitoring permitted activities. This experience is met by service as an Environmental Impact Analyst II with the State of Alaska, or the equivalent with another employer.&lt;br /&gt;

Substitution:&lt;br /&gt;
Four years of any combination of experience in environmental or scientific field work, sampling, and analysis; environmental regulation compliance; site remediation; emergency response; hydrologic or geologic studies; environmental planning; or environmental engineering and post-secondary education in an environmental, physical, biological, or natural science; engineering; planning; natural resources; or public or business administration from an accredited college (3 semester or 4 quarter hours equal one month) will substitute for the required degree.&lt;br /&gt;

NTS is seeking an environmental engineer to join our team of professionals in Virginia, Minnesota. This position will involve, but not be limited to, providing support services to permitted clients, reviewing permits, and all related permit-compliance projects. Additional responsibilities will include maintaining defensible field instrument calibration and service documentation; completing reviews of laboratory and field data (datasets and collection/measurement methods); managing ongoing datasets several years in duration, and producing trend charts, control charts, and other data display/interpretation tools. The candidate will also be expected to compose, review, and complete research and regulatory reports associated with permit compliance processes. Effective, simultaneous communication with regulatory agencies and clients will also be required. Oversight of field teams, and review and implementation of “best practices” reflecting current field techniques (ex.: surface water sampling; groundwater sampling; field instrument trouble-shooting) will be an integral part of this position. The potential for professional development in the form of attendance at specific research-oriented symposia also exists. The successful candidate, by fulfilling these position characteristics, will allow NTS to maintain the current client base, and develop new clients and business by demonstrating best-of-class services.&lt;br /&gt;

The candidate must have the ability to independently manage projects, and to plan, execute, and finalize projects with strict deadlines and budgets. The candidate must have a working knowledge of environmental regulations and permitting processes. The candidate must be literate with MS Office Suite, have excellent scientific writing ability with verbal and interpersonal skills, and be able to effectively communicate with fellow team members and clients.&lt;br /&gt;

• M.S. or Ph.D. degree in Civil, Environmental or Chemical Engineering or a related discipline &lt;br /&gt;
• Experience managing large water/wastewater infrastructure design projects&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;HOURS &amp; TRAVEL&lt;/b&gt;&lt;br /&gt;
This position requires the individual work 40 hours per week with 80% of the time spent in the office and 20% in the field.&lt;br /&gt;
&lt;br /&gt;
