Engineering Manager (Kennewick Irrigation District)

The Kennewick Irrigation District (KID) is seeking an Engineering Manager to supervise and manage all projects in the engineering and operations departments.

The KID provides raw irrigation water to more than 20,000 residences in the cities of Kennewick, Richland, and West Richland as well as agricultural lands in eastern Benton County. KID also operates two potable water systems. The KID is undergoing robust urbanization and expansion of its agricultural lands.

The KID has approximately 50 full time employees, five in Engineering and 26 in Operations. KID has an operating budget of over $7 million plus a capital improvement budget of over $1 million. KID has over 80 miles of open canals and about 70+ urban pump stations. The ideal candidate will have at least 10 years experience in senior technical leadership positions.

Applicants must have a bachelor�s degree in Civil Engineering or a closely related field. Applicants must also have the following:

�Proven capabilities in open channel flow, canal regulation and pressurized pump station design and operation

�A Washington State PE license or acquire such license within six months of being employed by KID

�Extensive experience with canal flow and pump automation, including remote SCADA operations, installations and maintenance

�Leadership, strategic management and strong communication skills.

Salary range is $70,247 to $105,370 annually plus benefits.

JOB TITLE: Senior Engineer

Summary: Independently provides and/or directs the characterization of process optimization strategies and/or troubleshooting of operational issues in operations or project environments.
Manage and/or apply advanced engineering principles in the coordination of multiple and complex projects involving planning, design, reconfiguration, construction, maintenance, and alteration of systems, facilities, and processes.

Responsibilities:

� Maintenance, calibration and operation of process, facility and utility systems / equipment
� CMMS administration to include implementation and continuous improvement
� Maintenance activity planning and post execution task
� Project management for facility and process improvement projects
� Development and implementation of engineering standards and guidelines
� Development and implementation of equipment reliability improvement projects
� Lead Event & Process Analysis via Root Cause Analysis tools & techniques
� Development of Reliability Centered Maintenance (RCM) within core processes
� Technical review and evaluation of complex engineering processes
� Coaching and mentoring engineering colleagues
� Technical document generation and revision in support of operations
Requirements:
� Bachelor�s degree in Engineering or related field
� 10+ years engineering experience in Maintenance, Design, Process Improvement, Root Cause Analysis (RCA)
� Knowledgeable in the following systems: Instrument and Electrical, Mechanical, Control/SCADA/PLCs, Process Improvement Methodologies, Root Cause Analysis (RCA), Reliability Centered Maintenance (RCM); Pharmaceutical Utilities
� Proven expertise in planning/organization/execution of maintenance activities, following up on results, and revising the work plan for complex problems being resolved by cross functional teams.
� Demonstrates a disciplined approach to making decisions that are based on data and facts and is consistent with Vision/Business Goals and Values
