The City of Salem is recruiting an Engineer Associate to solve design, maintenance, or construction problems affecting the City's infrastructure and private development by applying engineering theory and practices. Key functions of this position include:
Preform entry-level to intermediate engineering work in support of a variety of public works projects.
Manage small infrastructure projects from inception to completion.
Work as a member of a team to deliver large infrastructure projects.
The City of Salem is the state capital of Oregon and is located in the heart of the Willamette Valley between the Coast and Cascade Mountain ranges. The Engineering Division in the Public Works Department is charged with delivering the 5-Year Capital Improvement Plan and is currently working on a wide variety of capital improvement projects which include: water transmission and distribution facilities, wastewater collection and treatment facilities, pump stations, reservoirs, drainage facilities, parks, airport facilities, streets, bridges, traffic signals, and urban development projects.
This is the entry-level classification in the professional engineering series. Employees work within a framework of established standards and procedures. The supervisor assigns duties to broaden the employee's breadth of knowledge and prepare her/him for advancement to the next higher classification level. Employees work in an office or field setting.
Duties and Responsibilities:
Design infrastructure projects under the supervision of professional engineers whom routinely reviews work in progress, or upon completion, for accuracy and quality.
Develop project concepts using information gathered through research and investigation, perform computations, analyze the cost and benefits of projects, recommend design criteria, produce preliminary and final designs, and modify designs after review from professional engineers.
Assist in review of engineering plans by applying engineering knowledge to verify components meet code requirement and engineering standards.
Assist in managing construction projects by preparing cost estimates, maintaining project schedules, coordinating actions between the City and the contractor, monitoring the progress of work, maintaining project records, recording changes and compiling reports.
Inspect projects, equipment installations, and construction work to verify compliance with contractual stipulations, codes and statues.
Review development and construction proposals for conformance with City ordinances, codes, plans and regulations, recommend changes to proposals and plans.
Assist in public meetings to reach consensus on solutions to neighborhood problems that impact the City's infrastructure or other public improvement projects.
Prepare technical reports, project specifications, and correspondence.
Bachelor's degree from an accredited college or university in Civil Engineering or a related field.
Fundamentals of Engineering Certification (FE), or ability to obtain within 6 months of employment.
Must pass the pre-employment background check.
Must have a valid driver license and meet the City of Salem's driving standards
Exert up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
Perform tasks that may require the incumbent to climb, balance, stoop, kneel, crouch, reach, stand, walk, push, grasp, see, and perform repetitive motions with or without reasonable accommodations.

Visual acuity necessary to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; expansive reading; visual inspection involving small defects, small parts and/or operation of machines (including inspection); using measurement devices; and/or assembly of fabrication of parts at distances close to the eyes.
Work is performed where employees are subject to both internal and external environmental conditions, such as a construction setting including exposure to uneven terrain, heights, subterranean locations, construction equipment, chemicals, odors, fumes, and all types of weather.
