Description

MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.

On or after January 1, 2023, all Permanent School Fund positions will transfer from the Texas Education Agency to the Texas PSF Corporation, a recently formed special-purpose governmental corporation. Staff benefits, including insurance and retirement, will remain with the Texas Employees Retirement System. All PSF staff participate in a performance incentive plan.

POSITION OVERVIEW: The Texas Education Agency is seeking a talented individual to join a team of professionals in the Permanent School Fund (PSF), a $55 billion permanent public fund endowment that helps finance the state’s public schools.

This position reports to the Managing Director of Investment Technology of the Texas Permanent School Fund (TPSF). This position will perform highly advanced computer programming work for the Permanent School Fund divisions. The work involves advanced analysis and programming that includes designing and updating software solutions, writing, and updating source-code for current developments and integrations. The professional selected for this position will work under minimal supervision with extensive latitude for initiative and independent judgment and is expected to Texas Permanent School Fund division meet its performance goals.

A successful candidate must be detail-oriented and highly innovative, honest, and ethical in all work; recognize the requirements of confidentiality; and be intellectually curious about learning new technologies, current trends, and have strong listening and comprehension skills.

ESSENTIAL FUNCTIONS:
Provide support with developing requirements and programming of applications, interfaces, data imports/extracts and reports utilizing the division software stack for both on-premises and hosted solutions.
Assist Systems Analysts with the support of daily operations for a suite of financial applications, which includes issues resolution and operational requests to resolve day-to-day workflow issues such as bugs and enhancements.
Analyze end-user needs and designs, test, and develop software to satisfy demand.
Build solutions to develop/support key business needs.
Produce system design documents and lead technical walkthroughs.
Continuously improve the architecture and quality of the code.
Perform other duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS:
Education: Graduation from an accredited four-year college or university. A degree in Computer Science, Management Information Systems, Information Technology is preferred.

Experience: At least three (3) years of experience in software development.

Substitutions: Education and experience may substitute for one another on a year-for-year basis.

OTHER QUALIFICATIONS:
Knowledge with scripting languages such Salesforce Apex, SSIS, SSRS, ASP.Net, Power BI, Python, JavaScript, VBScript, C++, and Visual Studio.
Previous experience with Microsoft DevOps or coding repository is preferred but not required.
Understanding the software development life cycle.
Background with database schema design, SQL and Agile fundamentals.
Ability to troubleshoot and resolve complex technical issues.
Adept in technical design and implement code solutions.
Highly organized and able to manage multiple tasks at once and meet deadlines.
Communicate clearly and effectively, both verbally and in writing, including writing management reports and making public presentations.
Meticulous attention to detail with an ability to produce high-quality work in a dynamic environment.
Experience and skill in analyzing and evaluating complex information technology programs, policies, and issues; and in developing workable solutions to complex problems and issues.
Establish and maintain effective working relationships with co-workers, management, and staff at all levels; work effectively both independently and as part of a team; exercise sound judgment and discretion in handling confidential information.
Strong customer-service mindset and the ability to communicate to a diverse group of internal and external customers.
Possesses a desire to self-reflect, give/receive feedback and continuously improve.
Willingness and ability to work occasional overtime and/or a flexible schedule as needed to meet required deadlines.
