Stantec is seeking a Federal Major Programs Capture Leader (MPCL). This role reports to the Senior Vice President, US Federal Program Lead, who is a member of the US Senior leadership team. The MPCL is part of the US Federal leadership team and is responsible for leading/capturing major program opportunities across our federal client accounts and business operating units/markets (BOUs) within Stantec. This position requires a close working relationship with the client account managers and the federal BOU leaders. The position will predominately support the Department of Defense client accounts but also include other US Government civilian agencies. The successful candidate must have a strong technical background and deep understanding of delivering full engineering, design and environmental services to specific clients. The successful candidate must also have superb client relationship skills and a proven record in winning major A/E type contracts (Brooks Act-SF 330’s) and/or other major program contracts including Design Build.
The MPCL assists in developing and implementing Stantec’s US Federal business growth strategies and objectives. As an active partner in Stantec’s collaborative model, the MPCL is an outstanding communicator, business developer, strategic thinker, and works in cooperation with US Federal Account Managers, Business Line Liaisons and other local, regional and business line leadership to identify, develop and support major program opportunities. The MPCL must also understand our industry partners and competitors and must maintain excellent relationships with the ability to put together teams and equip them with required resources to succeed. In addition, the MPCL will also be responsible for managing and maintaining our small business partnerships on major pursuits including our mentor protégé relationships and specific opportunities to grow that partnership.
Your Key Responsibilities
Meets net revenue annual growth targets for the Federal Programs business sector aligned with our strategic plan and client account plans.
Accountable for net revenue growth by identifying, developing and capturing major contracts, and developing collaborative partnerships with account managers and BOU leaders to achieve a reasonable return on investment.
Provide guidance and support to Account Managers and Business Lines in identification and pursuit of major federal opportunities including providing critical input into client relationships and understanding, teaming, proposals and contracts.
Provide capture leadership on multiple federal opportunities to include go/no go leadership, sales budget planning, strategy and win theme development, risk reviews, and proposal support.
Develop collaborative working relationships between account managers and our marketing teams that result in delivery of high-quality proposals.
Develops high performing networks of internal and external relationships to expand strategic teaming.
Participates in US Federal Strategic Planning representing major funded government programs with the US Federal Team and implements resulting related strategic initiatives.
Facilitates problem solving between account managers, federal BOU leads, project teams and other supporting teams, like marketing.
Your Capabilities and Credentials
Deep understanding of the US federal marketplace and service offerings in the A/E industry and major funding programs and appropriations.
Proven and demonstratable skills in relationships building, management, influencing change, negotiation and business development.
Ability to translate visionary guidance into strategic planning and tactical execution.
Proven experience with change management and organizational culture change.
Strong financial management, people management and team building skills.
Results-oriented individual who excels in a multi-disciplinary environment.
Advanced communication skills including interpersonal, writing and presentation abilities.
Strong desire to succeed, enthusiastic, and possess the highest degree of integrity.
Ability to travel across the US as needed up to and occasionally above 50%.
Extensive leadership experience with a large volume organization.
Education and Experience
Minimum 12 years of experience in the US Federal market with multiple Federal agencies, and existing client relationships within those agencies.
Professional degree required.
Registration or certification in applicable professional disciplines is desired.
Or equivalent combination of education and experience to successfully perform the job.
