The Senior Environmental Scientist/Engineer will provide support to U.S. Marine Corps Installations East at various USMC bases in the eastern United States. The candidate will perform various environmental duties at Marine Corps installations that could include any of the following: update existing Spill Prevention, Control, and Countermeasures Plans (SPCCP), conduct annual inspections of above-ground storage tanks (ASTs) and underground storage tanks (USTs), update GIS layers for ASTs and USTs as required, update Field Training Handbooks, develop and administer a sampling and analysis plan for lead in drinking water, update the Stormwater Pollution Plan (SWPP) and associated plans, oversee and/or provide on-site instructor training under the Comprehensive Environmental Training and Education Program, develop and implement asbestos inspection plans. The actual work to be performed will vary based on the needs of the customer.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Prepare Work Plans covering each military facility and associated environmental actions. The main component of the Work Plan shall be a detailed description of the tasks to be performed, information needed for each task, information that will be generated during and at the conclusion of each task, and a description of the work products that will be submitted to the U.S. Army Corps of Engineers (USACE), Marine Corps Installations East (MCIEast), and other officers.
A Quality Control Plan (QCP) will also be included with the Work Plan. The QCP will describe the approach for managing the project and ensuring quality of deliverables (e.g., internal/ external technical review). The QCP shall describe the mechanism that will be used to track each facility, along with each document required/prepared for that facility.
Prior to beginning any field work at each listed facility, the candidate shall prepare and implement a written Site Safety and Health Plan (SSHP), which includes an Accident Prevention Plan (APP) and Activity Hazard Analysis (AHA). The SSHP shall be compliant with federal, state, and local laws and regulations and accepted by USACE. As a minimum, the APP and SSHP shall be prepared in accordance with Engineering Manual (EM) 385-1-1, Appendix A (APP), Section 33.B (SSHP), and include all other pertinent sections of the EM. The APP and SSHP must be submitted to the USACE at least 30 days prior to beginning field work and must be accepted by the USACE prior to performance of physical work.
The selected candidate shall conduct various environmental tasks related to EPCRA, Water quality and vulnerability assessments, Lead in drinking water and assess quality of sampling techniques in accordance with standards
No supervisory/management authority.
EDUCATION and/or EXPERIENCE
Bachelor’s degree from an accredited discipline university in an Engineering or Scientific Discipline or related field is required. Master’s degree is preferred. At least ten (10) years of experience in environmental restoration accomplished under the Resource Conservation & Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA). Must meet the definition of an Environmental Professional under 40 CFR § 312.10 - a person who possesses sufficient specific education, training, and experience necessary to exercise professional judgment to develop opinions and conclusions regarding conditions indicative of releases or threatened releases on, at, in, or to a property.
KNOWLEDGE, SKILLS AND ABILITIES
Experience in independently performing Phase I Environmental Site Assessments and/or Phase I Environmental Baseline Surveys
Experience coordinating and reviewing asbestos and lead based paint surveys and abatement and locating and contracting with local, state-licensed asbestos and lead firms
Knowledge of NEPA and the Environmental Impact Analysis Process (EIAP)
Knowledge of the Safe Drinking Water Act (SDWA), the Clean Water Act (CWA), and the Clean Air Act (CAA)
Experience with the DoD compliance and restoration programs, with an emphasis on air compliance programs (including non-attainment status and air conformity analyses, Title V, permitting, tracking, and reporting)
Ability to communicate effectively both orally and in writing
Ability to comfortably interact with senior level government and contractor personnel on an as needed basis
Excellent organizational and critical thinking skills
Ability to manage multiple tasks concurrently
Proficiency with Microsoft Word, PowerPoint, Excel, and Outlook
Work will be performed in an office environment and in the field performing assessments and surveys. Travel will be required for field activities and/or meetings.
This position is performed in a climate-controlled office setting. The office is located in an underground records storage facility. At some points in this contract there will be two shifts operating daily- Monday through Friday in order to meet contract requirements.
