The Right of Way (ROW) Agent, Property Management is responsible for the management and disposition of property purchased for transportation projects. Work involves maintaining an inventory of state-owned properties, inspecting properties for loss prevention, marketing rentable properties, exercising competitive bidding process, establishing tenancies, collecting rents, arranging property maintenance, developing reports as required, and terminating tenancies. The work requires coordination with all levels of government, a general knowledge of landlord-tenant law and a basic understanding of the social, environmental and economic impact of transportation projects on communities.

Essential Functions

Ability to successfully communicate with the public and with representatives of governmental organizations .

Ability to read and write English clearly and effectively and understand basic engineering terminology.

Understand quasi-legal terminology found in the laws, policies, rules, regulations and manuals relating to the management of properties for public purposes.

Be familiar with common methods of describing real property.

Ability to assemble and analyze data and understand, zoning ordinances, setbacks, easements and various property maps and descriptions.

Knowledge, Skills, & Abilities

Knowledge of analytical methods and information sources which will be used to perform tasks such as: rental account reconciliations, fair market rental rate determinations and lease adjustment calculations.

Ability to make accurate mathematical computations and calculations.

Ability to reason quickly, logically, and creatively in unique and stressful situations.

Ability to establish and maintain cooperative relationships with individuals contacted in the course of their work.

Ability to follow directions; and organize workload.

Qualifications

Experience in one or more of the following areas:
Property Management

Lease Negotiations

Right of Way Services

Commercial Leases

Agricultural Leases

Fair Market Rental Rate Determinations

Have an interest in right of way, an aptitude for real property services, an ability to make logical decisions, the temperament to work in a fast-paced environment and the desire to have a job that requires both field and office work.
