We are currently seeking a Mechanical Engineer..
Working under general supervision, performs professional level technical work mechanical engineering and other related engineering disciplines. May perform research and development in engineering disciplines. Work requires the application of theoretical principles and creative /analytical techniques typically acquired in a recognized four-year or more academic course of study. Applies engineering and scientific principles to the evaluation and solution of technical problems involving many phases or sub-tasks of a project or entire projects of moderate complexity. Exercises technical judgement in planning, organizing, performing, coordinating and/or directing engineering work. Performs engineering studies including the planning of projects or subtasks so they may be tracked and presented. Remains abreast of and consults on technical advancements. Identifies and routinely uses the most effective, cost efficient and best practices to execute processes; continually evaluates their effectiveness and appropriateness.
This position, under minimal supervision, is responsible a broad range of duties in accomplishing the design and modification of various facility mechanical systems and peer reviews design efforts from other staff mechanical engineers. Also responsible for design initiation and review for work performed by Architect Engineering (A/E) firms. The mechanical system includes but is not limited to HVAC, low conductivity water, cooling water, dewatering, contaminated water collection, process and control air, and associated systems. The incumbent shall serve as project manager for major facilities design as required to implement various site mechanical facilities installations and modifications. The incumbent shall also provide mechanical engineering support in the development of requirements for capital projects including conceptual project development, preliminary and full designs and cost estimates.
Additionally, this position will perform Mechanical Engineer System Expert (SE) duties to include oversight/management of mechanical systems to include: improving system reliability, system project backlog management, adherence to design standards, maintaining configuration control and performing energy management initiatives and studies.
Essential Job Functions:
Design Mechanical Engineer (75%)
Develop plans and specifications for building renovations, new building designs and independent mechanical systems.
Prepare Scope of Work documents, design estimates and technical support fees and provide contract oversight of Architect-Engineer resources to perform engineering designs and studies and produce construction documents.
Provide mechanical engineering support in the development of requirements for capital projects including conceptual project development, preliminary and full designs and cost estimates.
Assist construction project managers when evaluating construction and engineering contract change requests.
Serve as Project Manager/Subcontracting Officer Technical Representative (SOTR) for mechanical facilities design and construction projects responsible for project manpower, budget, and implementation schedule management
As construction SOTR individual is responsible for quality assurance inspections and documentation as well as project safety. Takes action to correct discrepancies and resolve technical issues.
Act as Subject Matter Expert, through experience with many mechanical systems, in multiple sub systems in areas of specialization.
Assist with the coordination of utility shutdowns and be familiar with building and user systems affected by utility shutdowns.
Respond, as needed, after normal work hours for mechanical system interruption that requires design expertise. The response may include an on-site presence or an ability to accept on-call duties.
Mechanical Engineer System Expert (SE) (25%)
Assist in the development of a prioritized list of backlog projects to improve or maintain system reliability. This should have a 5-10 year outlook at a minimum and should also include system replacement when beyond expected service life. Align efforts with the Operations Mechanical Systems Manager and the Department Planning Manager.
Align design efforts to ensure system configuration control is maintained.
Facilitates execution of mechanical system Condition Assessments. Ensures the asset profile for the system is accurately captured in the Condition Assessment Information System (CAIS) and Maximo.
Review A/E studies that have impact on the system and track outcome of recommendations. Maintain a library of those studies.
Ensure that the As-Built drawings and specifications of mechanical systems are accurate and up to date as projects are executed.
Perform or participate in mechanical system energy management studies making proposals and implementing projects enabling the Lab to comply with DOE energy goals.
Maintain and update the mechanical system chapters in facilities design criteria guide.
1 Education, Certifications and Experience:
a) Relevant BS degree + 4 years relevant experience or equivalent combination of education and experience.
b) PE registration in Virginia is preferred
2 Knowledge, Skills, Abilities:
a) Able to effectively train people outside his/her work group.
b) HVAC system design ranging from basic system to complex. Extensive experience in the design of HVAC, industrial and chilled water and low conductivity water systems for research facilities or other similar facilities. Detail knowledge of mechanical and control system design and operation for centralized mechanical facilities (cooling tower systems, chilled water systems) consisting of multiple major system components serving numerous buildings and site systems.
c) Typical related experience should include, initiating, planning, executing, controlling, and closing processes.
d) Experience in the management of major construction and maintenance projects.
e) Knowledge of construction and industrial safety/environmental practices.
f) Display high level of initiative and demonstrated ability to manage multiple projects with clear expectations and timelines.
g) Able to give effective presentations to critical/high level customers and effectively represent work group on review panels and cross-organizational teams.
h) Able to write convincing proposals and reports with all necessary backup material for external consumption.
i) Ability to present and express ideas and information clearly and in a manner appropriate for the audience, facilitate the open exchange of information, and skillfully negotiates solutions with the customer, staff, subcontractors, and other agencies.
j) Comprehensive understanding of effective project management practices and principles and demonstrates proficiency in applying a disciplined approach to project management.
