The Director, Water Resources manages regional office operations by directing and coordinating activities consistent with established goals, objectives, and policies. Follows direction set by Operations Manager and Vice President. Implements projects to ensure attainment of business plan for growth and profit. Provides direction and structure for operating units. Participates in developing policy and strategic plans. Performs complex supervisory, administrative, and professional work in planning, organizing, directing, and supervising department staff.
Hire, train, supervise, direct, teach, and coach project managers and department support staff, either directly or through subordinates.
Review staff time utilization on a weekly basis and perform annual staff reviews.
Direct and manage project specifications, work procedures, prepare work schedules and expedite workflow.
Coordinate the preparation of reports, working drawings, specifications for major projects including and studies in the public and private sectors for water, wastewater, storm water, and other small Civil Works projects in accordance with established project dates and deadlines; communicates the status of meeting goals regularly.
Coordinate with funding agencies as needed to meet specific requirements.
Oversees the implementation of projects from design through implementation phases, along with all communications related to projects.
Develop and implement department business plan including the budget and staffing plans. Operates within approved plans.
Monitor for the technical, managerial, and quality control performance of all projects within department, ensure that the work performed is in accordance with the agreement, within budget, billed per the agreement, and produced on time and in accordance with commitments.
Responsible for client billings, accounts payable invoices for a project, reviewing billing documents, and follow-up with clients’ calls regarding billing statements.
Monitor financial performance to see that profits, productivity, billings, work-in-progress, and accounts receivable targets and goals are met.
Represents company in dealing with public agencies, large and small, or private companies, acting as liaison for department clients, regulators, and subcontractors facilitating quality customer service and product delivery.
Ensures customer satisfaction of internal and external customers by fostering a commitment throughout the department and providing efficient policies and procedures.
Contacts prospective clients through referrals, cold contacts, and prior clients as well as handling cold calls from the public regarding requests for services and proposals. Technical writing is required for proposals including developing Scopes of Work.
The ability to communicate with multiple team members, distant offices, both written and verbal, in an efficient manner.
Negotiates and coordinates cost proposals and contracts with clients and subcontractors.
Serves as a member of the senior management team responsible for setting the business strategy for the office.
Oversight of compliance with applicable federal, state, city and county regulations, laws, guidelines and compliance issues.
Communicates business issues, needs and changes expeditiously to management team, and suggests solutions to issues as appropriate.
Participates and leads in conjunction with other Directors to achieve a working team and full cooperation of his/her department and other branch offices in striving towards closer working relations, sharing of resources and abilities, generating cooperation, mutual respect and team building between departments and branch offices.
Proficient with engineering software, equipment and methodologies related to design of engineering projects.
Performs related duties, special assignments, and projects as required and assigned by the President.
Bachelor’s degree and professional registration/certification in field.
Minimum 15 years of progressive experience in design, consulting and business development activities of an A/E firm including experience in management, marketing, client relations, and a minimum of 5 years of supervising personnel.
Experienced in one of the following areas: wastewater collection, transmission and treatment, domestic water storage distribution, transmission and treatment, storm water management, flood control design, drainage design, hydrologic and hydraulic methods, and modeling.
Strong organizational skills along with excellent oral and written communication ability.
Certifications/Licenses: Professional registration/certification in field
