GCI’s Wireless Switch Engineer II will perform a variety of engineering studies and analysis; recommend hardware and software improvements to overall network design. Lead in the deployment of all wireless technologies, including GSM, UMTS, LTE, CDMA, EVDO, IMS, VoWiFi, VoLTE, SMS, future 5G and all other wireless core services. Responsible for hardware commissioning, expansion and augmentation of the wireless core network elements. Support other system integration activities to ensure that the network is deployed and operates effectively. Perform software and licensing verification, feature testing and implementation of hardware and software upgrades. Works to design and implement all the core node database entries including SS7, Diameter and other signaling design as well as call and messaging routing and translations within the core. Also responsible for management of network performance of all wireless core nodes. Prepares integration and test plans, assists in implementation and acceptance testing for integration of nodes, upgrades of existing equipment and coordinates implementation of new nodes into the existing network.
Essential Duties of All Levels in the Position:
Works to design and implement all the core node database entries including SS7, Diameter and other signaling design as well as call and messaging routing and translations within the core.
Provides second tier troubleshooting and fault resolution of switch and supporting equipment.
Study traffic to determine optimal system configurations and apply full basic principles, theories, and concepts to job assignments.
Exhibit technical and operational proficiency with solving problems of moderate complexity and contribute to completion of projects and programs in expertise.
Interface with internal and external customers and provide guidance to non-exempts and technical leadership and engineering expertise to assist clients with the deployment of core wireless services.
Design and architect the network to meet user and mission critical requirements.
Lead in the deployment of all wireless technologies, including GSM, UMTS, LTE, CDMA, EVDO, IMS, VoWiFi, VoLTE, SMS, future 5G and all other wireless core services.
Support other system integration activities to ensure that the network is deployed and operates effectively.
Mentor junior engineers and stay current with developing technology
Additional Job Requirements:
At a mid-level engineer position. Must have a comprehensive understanding of telecommunications operations and functions. Engineers in this position should be familiar with the software and hardware installation, integration, operation as well as routing and translations within the wireless switches and other core network elements (Routing and Translations in Ericsson, Nortel and Star-Solutions MSC Nodes). Under general guidance, performs software verification, feature testing and implementation of hardware and software upgrades.
Essential Duties for this position:
Responsible for daily monitoring of network statistics and management of network performance. Ensures compliance with network SLAs (Service Level Agreements). Prepares plans for integration of new nodes into the existing network. Provides troubleshooting and fault resolution of switch and supporting equipment. Performs all routing and translation database changes, coordinates implementation of new switch nodes and upgrades for existing switch nodes. Generates and analyzes performance reports.
Subject Matter Expert on fault management and restoral events and interface with the infrastructure equipment vendor on operational issues.
Provide Tier III support for assigned voice platforms and associated network elements (MSC, BSC, RNC, MME, HSS/HLR-FE & CUDB, EPG, vEPC’s, SGSN, IMS-CSCF/MTAS/MGCF and other core network elements) and to meet established Service Level Agreement (SLA) commitments.
Monitor network performance statistics / KPIs and act to correct and improve network performance. Develop and establish processes & procedures; mentor and train new Core Engineering Team Members.
Assist in planning and implementation of platform expansions and producing call routing, data translations / data transcript changes.
Perform software and hardware upgrades and be available on-call 24x7 for system outages or scheduled work.
Analyze and troubleshoot network service outages and congestion. Act as “Situation Manager” during network outages, leading recovery efforts.
Minimum of three years of progressively responsible engineering experience in wireless telephone systems, three-plus years of which should be with GSM/CDMA/UMTS/LTE/IMS wireless technologies.
High School diploma or equivalent required.
Bachelor’s degree in Computer Science, Electrical Engineering, Mathematics, Physics, Telecommunications or related field is required.
A combination of relevant education and/or work experience enough to perform the duties of the job may substitute for the minimum experience and/or education requirements on a year-for-year basis.
Associate / Professional Level; Industry specific certifications relevant to the discipline highly valued
Knowledge, Skills and Abilities:
Requires the ability to perform highly complex and diverse duties under deadlines and operating constraints. Must be able to make independent engineering decisions and to provide technical direction for resolution. Receives general guidance on assignment objectives, complex features, and possible solutions. Supervisory assistance is provided on unusual problems. Capable of performing the role of “Project Engineer” for large projects. Capable of coordinating, directing, assisting and providing technical direction to technicians, installers and CAD operators.
UTStarcom Gateway MSC and Remote MSC (RMSC) experience preferred.
Experience with IMG (Intelligent Media Gateway) 5000 preferred.
Advanced knowledge of routing and translations and associated data translations tables.
Solid understanding of IP technologies and SS7 & Diameter signaling. Advanced knowledge of Cellular SS7 signaling protocols such as MAP, IS-41 and CAMEL.
Knowledge of 2.5/3/4G/5G wireless data (GPRS/EDGE, 1xRTT, HSPA, LTE) and SMS text messaging preferred.
Advanced knowledge of IMS, IP/VoIP protocols (SIP, MGCP, RTP and MPLS).
A proven understanding of routing and translations, signaling and call processing in the Public Switched Telephone Network.
Ability to act as “Situation Manager” during network outages, leading recovery efforts.
Strong mentoring, leadership skills and communications skills both written and oral. Excellent analytical and problem-solving skills.
Ability to work effectively with peers and other groups within GCI for the benefit of our customers. Strong computer skills required including knowledge and experience with Microsoft Office suite including Excel, Word, Outlook, Visio, MS-Project, Adobe Acrobat, etc.
Office Position: Ability to perform sedentary work. Physical effort may include stooping, kneeling, touching, feeling, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, and repetitive motions. Clarity of vision to see near, mid-range and color. Ability to lift and carry up to (weight) 25 lbs.
Mostly office environments but includes some Central Office telephone network environment. Some travel to remote sites throughout Alaska and to L48 States is expected in the performance of job duties. Ability to work different/schedules as required by business/customer needs. Ability to work extended hours without notice in order to resolve service impacting issues.
