Under the general direction of the Building Official and Public Works Director, perform a variety of code enforcement activities.
Essential Job Functions
Inspect and monitor a variety of sites within the City to determine adherence to codes and ordinances.
Assist with inspecting the highways and streets, sewer and water systems for MS4 and SWPPP violations.
Inspect the City for Municipal Code violations, lot maintenance, low hanging branches, unpermitted work and similar enforcement issues.
If a violation has occurred, a code enforcement officer may use the City’s administrative tools to obtain compliance.
Perform inspection and investigation of properties and buildings to determine environmental or health hazards, nuisance violations and unsafe building conditions.
Where violations occur, start the City’s abatement process.
The officer must understand municipal, state and federal regulations on land usage, zoning, business permits and building access.
Enforce and apply the Zoning and Municipal Code and other related codes and regulations relating to community preservation, health and safety.
Performs field investigations, takes on-site photographs, prepares diagrams and measurements of residential, commercial and industrial properties in assisting in the implementation of the City’s code enforcement program.
Coordinates the issuance of infraction and misdemeanor citations for violations relating to public nuisances, including zoning, litter, abandoned vehicles, weeds, debris accumulation, oversized vehicles in residential areas and parking violations.
Possess the ability to determine if development projects comply with zoning and floodplain ordinances and regulations.
Advises applicants, homeowners or developers of the City’s requirements and the correct procedures needed to ensure compliance; respond to citizen complaints.
Prepares written daily reports and maintains accurate records and files;
Assists in the preparation of code violation cases for presentation at public hearings, City Council meetings and judicial proceedings under the direction of his/her supervisor; and appear as a witness in court regarding violation cases;
Participates in joint inspections of properties with other agencies and City departments;
Researches property ownership and zoning, building and parcel histories;
Interpret building and planning project entitlements; compiles statistics; and
Assist in directing Animal Control issues to Harris County.
Works pro-actively to inspect for code violations on a daily basis.
Performs other related duties as needed.
PHYSICAL REQUIREMENTS: Mobility within office and field environment; possible exposure to all weather conditions; lifting/carrying supplies and equipment relative to duties of the position.
REQUIRED EDUCATION, DEGREES, CERTIFICATES, AND/OR LICENSES:
High School diploma or equivalent, prefer an individual with a degree in Planning or a related field or equivalent training and experience in Code Enforcement and Building Codes. Must possess a valid Texas Driver’s License. Code Enforcement Registration preferred or ability to obtain within 1 year is required.
Ability to follow a firm work schedule as directed by supervisor.
Ability to perform inspections within the City multiple times per week.
Compute, maintain and prepare, issue and follow up on violations and remedies.
Ability to deal with public relation issues and various types of citizen inquiries tactfully, courteously, and in a business-like manner.
Ability to compute and information correctly.
Ability to follow instructions orally and in written form and perform tasks with little or no supervision.
Ability to establish and maintain effective working relationships with the public, supervisor, and co-workers.
Ability to perform work that is both routine and complex.
Ability to speak and write clearly and accurately (to include correct spelling).
Ability to make decisions based on verifiable criteria, laws, regulations, Municode or city policy.

Ability to perform a wide variety of different types of tasks without the variety itself causing a loss of efficiency.
Ability to obtain, possess and maintain a Code Enforcement Officer’s registration through the Texas Department of Licensing and Regulation.
