The Joint Venture including VINCI (33%), Dragados USA (42%), Flatiron Constructors (25%) has been awarded with a $3.3 design-build contract for the I-64 Hampton Roads Bridge Tunnel Expansion Project (HRBT) in Virginia, which is the largest construction contract awarded in the history of the Virginia Department of Transportation (VDOT).
Purpose : Participates actively in implementing the purchasing strategies decided at the Project Level based on a detailed analysis and suppliers study and drive the procurement strategies in order to meet cost saving targets.
Highly involved in the purchasing of technical goods and services for HRBT.
Principle Accountability and Responsibility:
To develop, manage and co-ordinate the procurement processes and ensure that commercial, legal and contractual compliances in all the HRBT Procurement Transactions
To draw up a plan and to oversee the activities of the department responsible for purchases of equipment, services, supplies and stocks
Negotiate with suppliers on lead-time, cost and quality so as to obtain the maximum benefit for the company
Approve the best value for money products or services after a deep review and analyzing of all the options
Adopt appropriate supplier management methodologies and procurement strategies in purchasing to secure better prices
Ensure that the products or services are of high quality, within the allocated budget/price
To be able to prepare calls for tender and follow up procedure and in the management of any type of contract (Services, works, and supplies)
To provide assistance to the organization members related with all procurement matters
Act as a main link between HRBT Project and suppliers
Analyze all suppliers in order to select the most suitable suppliers who are able to deliver high quality products at competitive pricing
Ought to look for interested suppliers and negotiate the best deal for the Project
Developing good relations with suppliers demands great negotiations skills, which are important when seeking the best deals and continuous quality improvement
Manage suppliers to meet objectives related to cost, delivery performance, schedule, on-time deliveries and quality
Maintaining accurate records of purchases and pricing falls
Ensure that the department has important details, such as suppliers qualifications, delivery times, potential development and products and ensure their consistency
Perform regular performance review (audits and visits) with suppliers to drive continuous improvements
Record Sub-Contracts and work progress of sub-contractors in CASSIUS software
Additional preparation of Ad-hoc reports and tasks upon request
Education and Experience:
Must hold an Engineering Degree or any advanced University Degree in Law, Public or Business Administration or equivalent academic or professional training
To have a minimum of 5 years of professional experience in legal, administrative and operational aspects of Procurement, preferably in Construction/Production Departments
Previous experience in the US is a plus
Key Skills and Knowledge:
Advanced Level in Excel and other database and office softwares
Fluent in English with professional proficiency
Excellent negotiation skills with high level of US market awareness
Trustworthy with high qualities of ethics
In House Software CASSIUS for Contract Management Knowledge is an asset
