1) Position: Clinical Maintenance Engineer
2) Location:
Defense Health Agency (DHA), Medical Equipment and Logistics Solutions (MELS) Directorate, Naval Medical Logistics Command (NMLC), Fort Detrick Maryland
3) Duties/Responsibilities
a) Specific Tasks:
- Review and analyze the clinical maintenance requirements of Bureau of Medicine and Surgery (BUMED) and DHA activities, including conducting site visits and assisting in the development of integration strategies for new information technology, imaging, image management, and other hospital-based systems.
- Create and maintain tools, techniques, processes, and procedures supporting DHA Strategic level review
- Provide diverse professional biomedical engineering services, inclusive of reviewing and developing draft technical specifications for medical equipment and medical equipment maintenance requirements.
b) Description: Supports the Defense Health Agency (DHA), Defense Health Agency (DHA), Medical Equipment and Logistics Solutions (MELS) Directorate, Naval Medical Logistics Command (NMLC) to provide Healthcare Technology Management services with the day-to-day activities of the MELS Directorate. Assists in the management of installation, modernization, sustainment, and provide technical guidance of equipment related procurements. Supports site visits to Medical Treatment Facilities (MTF), as well as other activities supported by NMLC, DHA, and (BUMED) to analyze and make recommendations as to the condition of, replacement of, or upgradability of existing equipment within the MELS Directorate facilities.
Responsibilities: As the Clinical Maintenance Engineer, reports to the DHA Chief, MELS Directorate, NMLC. Primary responsibilities include the review and analysis of the clinical maintenance requirements of BUMED and DHA activities, including conducting site visits and assisting in the development of integration strategies for new information technology, imaging, image management, and other hospital-based systems. Drafts technical evaluations of Contractor proposals to ensure compliance with specifications and provide consultation and advisory services. Assists in integrating and coordinating new and emerging medical equipment technologies into the Military Health System (MHS). Act as an expert consultant to the BUMED, the DHA, and to any and all Joint Committees that review and propose equipment procurement policy as it applies to joint ventures between the Department of Defense (DoD) and other
Government agencies. Follows established standard procedures for submitting/planning for equipment submission throughout the Navy and DHA activities. Conduct site visits to analyze and make recommendations as to the condition of, replacement, or upgradability of existing equipment and meet with Equipment Managers; prepare and submit a facility visit final report to the COR. Review, analyze, and provide recommendation for equipment packages from Navy and DHA activities based on their requirements and provide draft technical packages with recommendations to agency personnel. Independently drafts and delivers documents identifying opportunities for DHA-wide clinical technology equipment standardization below the capital equipment threshold level. Provides expertise in project management, analytical skills, staff development, and stakeholder relationship management. Assists in the education and support to other departments within NMLC and customers to improve the overall understanding of the clinical requirements for clinical equipment usage as it applies to Navy and DHA Activities. Serves as the biomedical engineering consultant for Navy Medicine and DHA with an emphasis on the implementation and standardization of solutions that enhance integrated logistics support. Develops draft specifications for medical equipment and provide draft technical evaluations of Contractor proposals to ensure compliance to contract specifications. Summarizes analysis results, evaluate recommendations, and prepare recommended specifications, action items, and briefings. Assists in the preparation and presentation of recommendations and solutions based on analysis/evaluation, including reports, proposals, charts, and graphs. Attend meetings, boards, conferences, and other events as required. Assists in maintaining necessary interface with other Government agencies, industry, laboratories, and Contractors to remain cognizant of existing medical technologies and technological breakthroughs, Government acquisition methodologies, and system integration demands and requirements. Assists Government officials in upholding relationships with hospitals, clinics, and ships throughout the Navy, DHA, and DoD to review equipment needs as well as keep them abreast of technology changes that are occurring within the industry.

a) Education: Bachelor’s Degree in Biomedical or Clinical Engineering
b) 4-7 Years of Related Experience
