The Kentucky Energy and Environment Cabinet presents an opportunity for you to make a difference in the protecting the waters of Kentucky in a fast paced, exciting, and collaborative environment. The Department for Environmental Protection, Division of Water’s mission is to manage, protect and enhance the quality and quantity of the Commonwealth’s water resources for present and future generations through voluntary, regulatory and educational programs.
Currently the Division of Water seeks a candidate that has experience in state and federal floodplain management regulations, floodplain development activities, hydraulic modeling, GIS capabilities, and can work with an experienced engineering staff to develop effective team communication and section operating procedures.
The Environmental Engineer Supervisor of the Floodplain Section within the Water Resources Branch is a professional level position requiring a Professional Engineering license that allows the incumbent to work across organizational lines, with the public and with the regulated community providing technical, scientific assistance on permitting floodplain development activities in compliance with state and federal regulations.
Responsibilities include, but are not limited to, the following:
Promotes and implements sound floodplain management activities to reduce the risk of current and future flooding by ensuring that proposed development is reasonably safe from flooding.
Reviews and approves engineering documents prepared by staff and permit applicants. Provides technical assistance regarding environmental engineering statutes and regulations related to floodplain development permit applications and reviews permitting documents prior to permit issuance.
Supervises employees in the section including but not limited to approving/denying leave requests, approving timesheets, providing coaching to employees, completing employee evaluations, etc.
Assists with the implementation of the National Floodplain Insurance Program (NFIP).
Represents the Division at meetings and conferences as it relates to floodplain management programs. Acts as an expert witness at hearings regarding these programs

EXPERIENCE, TRAINING, OR SKILLS: Must have two years of engineering experience in addition to that required for licensure.
Substitute EDUCATION for EXPERIENCE: A master's degree in engineering will substitute for one year of the required experience. Graduate work in engineering beyond a master's degree will substitute for the required experience on a year-for-year basis.
Substitute EXPERIENCE for EDUCATION: NONE
SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): Must be licensed as a professional engineer by the State Board of Licensure for Professional Engineers and Land Surveyors. Must maintain any required licensure(s), certification(s), or other credentials for the length of employment in this classification. Work is performed in the office and in the field. Will be exposed to risks inherent to construction sites.
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
