Kitchener Utilities is seeking an engineer to supervise and oversee the development of a natural gas distribution system, including designing and managing gas pipeline (mains and services) installation and large meter set projects in accordance with engineering principles and regulatory requirements.
Directly supervise technical staff.
Review proposed layout of underground infrastructure for other utilities (e.g. Rogers, Bell, Hydro) to identify and resolve conflicts and concerns.
Lead, prioritize and manage collaboratively with Kitchener Utilities staff and contractor(s) to ensure seamless installation of new gas pipelines and large meter sets.
Troubleshoot technical issues presented by staff, and explore viable solutions to resolve, including new products, processes and technologies.
Participate in annual budget preparation process, including writing issues papers and providing contract data and estimates.
Respond to public inquiries and customer complaints.
Administer Sewer Cross Bore, Leak Survey, and other contracts as required, throughout all stages.
Ensure pipeline projects comply with CSA Z662 (Oil and Gas Pipeline Systems).
Update procedures as required to address Technical Standards & Safety Authority requirements.
Develop, maintain, and implements Standard Operating Procedures and Work Instructions related to design and inspection of gas pipelines.
Review and provide input to requests from various City of Kitchener Departments, such as Site Plan Applications, Encroachment Requests, Notice of Application for Absolute Title, etc..
Provide direction and recommend action regarding health and safety matters to ensure compliance with Occupational Health and Safety Act, its regulations, and other related legislated are followed.
Other related duties as assigned.
Must have a 4 year degree and be a licensed Professional Engineer (P.Eng.) in good standing with the Professional Engineers Association of Ontario (PEO).
Must have four years plus job related work experience.
Must have highly developed written and verbal communications skills
Must have a comprehensive knowledge in theory and application of Engineering principles and problem-solving techniques.
Must have a working knowledge of applicable by-laws, standards, guidelines, and legislation (e.g., Occupational Health and Safety Act, CSA Z662 Oil and Gas Pipeline Systems, Technical Standards and Safety Act 2000, and contract law).
Must have thorough technical knowledge in gas main design and construction, construction materials, and construction methods
Must have highly developed interpersonal and leadership skills.
Must have proven proficiency with Microsoft Office products Skill in the use of a personal computer with the ability to use software programs such as Microsoft office and Outlook.
Must have a valid G class MTO drivers license in good standing.
