Eligible lists may be used for temporary and permanent vacancies for the class of work during the life of the eligible list. Temporary appointments may lead to conversion to permanent employment.
Plans, directs, organizes and manages the operation and maintenance of the County's sanitary landfill and related solid waste facilities to ensure compliance with pertinent environmental regulations and Solid Waste Management Plan; provides administrative direction in the management of recycling and diversion programs; and performs other related duties as required.
Minimum Qualification Requirements

Overall paid or unpaid experience must be of such scope and responsibility as to conclusively demonstrate that you have the ability to perform the duties of the position.
Note: Calculation of experience is based on full-time, 40-hour work weeks. Part-time experience must be pro-rated. Example: Twelve months of experience at 20 hours per week is equivalent to six months of experience. In addition, hours worked in excess of 40 hours per week will not be credited. Example: Twelve months of experience at 60 hours per week is equivalent to one year, not one and one-half years.
Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in engineering, environmental science, or a related field; and five (5) years of progressively responsible work experience in solid waste or environmental systems management, two and a half (2 1/2) years of which shall have been in a supervisory capacity.
License Requirement: Possession of a valid motor vehicle operator's license as required of the position.
Knowledge of: modern environmental services management in the area of solid waste; operation practices and techniques; State and Federal laws governing solid waste management; construction and operation of solid waste facilities; materials recovery facility operations; principles and practices of supervision; budgeting and accounting principles; occupational hazards and safety precautions for the type of work performed.
Ability to: efficiently and effectively direct the operation of the Solid Waste Division; manage, direct the operation of the Solid Waste Division; manage, direct and coordinate the work of skilled, technical and professional workers; keep accurate records and prepare clear, concise reports; prepare program plans and budgets; select, supervise, train and evaluate staff; interpret and apply federal, state and local policies, procedures, laws and regulations; troubleshoot operational processes and take corrective action; reason and learn new techniques and equipment such as computer hardware and software; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with County and other governmental officials, community groups and the general public; work independently, exercising good professional judgment and initiative.
