The incumbent serves as a General Engineer, GS-0801-11, in the Project Section, Facility Management Service (FMS), at the G. V. (Sonny) Montgomery VA Medical Center (GVSMVAMC), in Jackson, MS.
Duties include but are not limited to:
Provide guidance, development and coordination for the planning, design, and oversight of maintenance projects.
Plan specific objectives for the maintenance project. Prepares detailed cost estimates for use in obtaining maintenance funding and bid evaluation.
Prepare correspondence, technical reports, estimates, fact sheets, status reports and schedules as required to complete project assignments.
Review and evaluate shop drawings, samples and material certifications submitted by contractor for contract and performance requirements, recommending approval, rejection or receipt.
Work complexities require not only adaptation or modification of precedents but a versatile and innovative approach to solve problems where serious conflicts exist between management requirements and engineering principles.
Solve very complex issues that can be of a variety of problems; ie includes anything within the facility from architectural finishes, Heating, A/C, Ventilation issues, Controls monitoring, fire alarm systems, medical, reconnaissance, location, and prepares designs, specifications and estimates.
Apply a broad knowledge of methods, precedents, and standards to significantly diverse and intense work gases, plumbing, electrical, Nurse call, telephone, computer systems infrastructure, network infrastructure, etc.
Evaluate design objectives, performs complex technical calculations, identifies most economical and efficient procedures for project design and performance requiring the use of all disciplines dealing with architectural and utilities engineering.
Provide professional advice to peers or non-professional administrators or managers including clerks and program assistants.
Review or direct the review of plans, specifications, and analyses of design as submitted other VA staffing.
Provide professional advice to improve such plans, specifications and analyses. Directs necessary changes and furnishes assistance required.
Provide professional oversight and/or project management for construction or maintenance efforts.
Full-time, Monday - Friday, 8-hour shift between 7:30AM and 4:00 PM

Degree (bachelor's or higher) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics (b) strength of materials (stress-strain relationships) (c) fluid mechanics, hydraulics (d) thermodynamics (e) electrical fields & circuits (f) nature and properties of materials (relating particle and aggregate structure to properties) and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Combination of education, experience and/or training
Professional Registration or Licensure:
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Documentation must be provided. OR
Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Documentation must be provided. OR
Specified Academic Courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described above in number 1. Transcripts required. OR
Related Curriculum - Successful completion of curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided you have had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Transcripts required.
Minimum Grade Level Requirements:
In addition to meeting the Basic Requirement, you must also meet one of the following additional experience and/or education requirements to qualify at the GS-11 level.
One (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a General Engineer, and that is typically in or related to the work of the position to be filled. The professional engineering experience required is defined as non-routine engineering work that required and was characterized by (1) professional knowledge of engineering; (2) professional ability to apply such knowledge to engineering problems; and (3) positive and continuing development of professional knowledge and ability. Such engineering experience includes planning, designing, completing and carrying out new construction and renovation projects in a complex environment; reading, preparing, and interpreting architectural, structural, civil, industrial hygiene, electrical, plumbing, and mechanical plans and drawings preparing cost estimates for projects in the planning stage; ensuring compliance with contracts and regulatory requirements; serving as a point of contact for other personnel on engineering matters and providing information on related policies; suggesting alternatives and adaptations of engineering principles; and using of computerized drafting, equipment, and full-size drawing production/reproduction, such as the latest in AutoCAD. OR
Successful completion of three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. in engineering or equivalent doctoral degree. The education is qualifying if it provided the knowledge, skills, and abilities necessary to do the work of the General Engineer position. A combination of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level.
