We are looking to place a Project Programmer on site at Nellis AFB, Nevada
Provide planning and programming of quality facilities projects needed to perform the Air Force mission, including supporting Operations and Maintenance (O&M), Military Family Housing (MFH), Non-Appropriated Fund (NAF), Special Interest Programs, Host-tenant, Real Property Maintenance Contract (RPMC), and /or Military Construction (MCP/MILCON) programs.
Ensure project requests meet validated requirements; are in compliance with all applicable standards; are programmed at the lowest life cycle cost; achieve optimum resource efficiency and minimize damage to the natural and human environments; and are within authorities and available resources.
Provide facility planning and programming for assigned projects by establishing facility and infrastructure requirements critical for mission accomplishment; proposing the most effective and economical means of satisfying those requirements; identifying the year in which they will be required; and acquiring both the authority and resources necessary to meet facility requirements identified by the planning process.
Evaluate, recommend for approval clients’ requests/proposals for new construction, renovation, and improvements of real property facilities and infrastructure including utility systems.
Utilize knowledge of professional engineering to evaluate existing assets and determine the most economical and effective means of satisfying facility needs.
Conduct site/facility surveys to gather and assess preliminary information; apply and/or adapt standard professional engineering theories and practices to evaluate the engineering soundness of programs/projects; conduct studies and economic analyses to determine the feasibility of renovation or modification versus new construction; address environmental and legal (DoD, AF, and other legislative) compliance requirements; coordinate with planning/architectural professionals to ensure programs/projects are compatible with existing land use and architecture; review contracted and in-house designs to determine compatibility, maintainability, and functionality; secure appropriate and required local/higher headquarters approvals; determine through continuing analysis the most effective use of resources in estimating costs.
Create programming documents such as data forms, funding forms, formal presentation drawings, and other supporting documents to submit requirements and justification to Congress and/or higher headquarters for approval of military construction projects funding.
Coordinate projects with other engineers in a variety of disciplines, architects, and planners as well as tenant organization representatives and construction agents such as private contracting companies, Army Corps of Engineers, and the AF Civil Engineer Center.
Apply knowledge of other disciplines to determine coordination required ensuring all design, construction, land-use, or operational considerations have been addressed.
Conduct briefings and presentations of the progress/status of programs/projects to the installation facility board and higher reviewing activities.
Keep abreast of emerging technologies to ensure programmed development will not prematurely become obsolete.
Use Facility Engineering computer software such as Computer Aided Design and Drafting (CADD) programs to ensure project design submittals and proposals meet programmed project design parameters.
Bachelor’s Degree in Engineering or Construction Management.
Minimum of 4 years of experience in engineering and/or construction management for the Department of Defense (DoD) or Air Force.
Experience within the Air Force Civil Engineering career field is preferred.
Knowledge, comprehension and application of the National Electric Code (NEC) and Unified Facility Code (UFC), Uniform Mechanical Code (UMC), and Uniform Plumbing Code (UPC) to ensure all planned HVAC/Mechanical and Industrial Control System work orders meet the required codes.
Good communication and interpersonal skills.
Ability to work with a diverse and multidisciplinary team.
Knowledge of Federal, state, and/or local regulations and statutes, as well as Air Force or Department of Defense (DoD) regulations and documentation is preferred.
Ability to obtain/maintain a SECRET security clearance is required.
Proficiency in Microsoft Office, including Outlook, Word, Excel, and Access.
