Education: Required – Bachelor’s degree
Experience: Required – 4 years; Desired – 10 years
Duties: Research, analyze, and document program requirements and develop comprehensive strategic plans including concept of operations, range integration, lifecycle and logistics support, communication architecture development, and project planning to support the path to mission test. Analyze/review technical documentation with development activities and provide progress reviews and instrumentation and equipment integration as required by the Government. Analyze PMRF current capabilities and shall provide a Technical Roadmap to identify (1) anticipated obsolescence of existing systems, (2) non-developmental replacement systems, (3) systems upgrades due to parts obsolescence, (4) system enhancements to address range customer requirements trends, and (5) new capabilities to address current or future range customer needs. Employ System Engineering methodology in the Requirements Definition and Analysis of system capabilities at PMRF and develop and deliver documentation that supports the Requirements Development in proposing PMRF capability sustainment, enhancements, and additions. Required documents include Analysis of Alternatives (AoA), Technical Requirements Document (TRD), and Information Technology Management Plan (ITMP). Update and maintain the Range User’s Handbook. Generate technical support plans depicting system configuration and operational concept to meet test objectives. Analyze and generate risk management plans regarding system support plans to meet test objectives.
General Knowledge, Skills, and Abilities: Demonstrate experience with developing new or improving system (i.e. communication, networks, data processing, radar, telemetry, optics) capabilities at test and/or training ranges. Address effort in proposing, planning, developing, acquiring, installing, integrating, testing, evaluating, and system acceptance. Demonstrate knowledge and experience regarding Configuration Management processes and procedures. Demonstrate knowledge and experience with System Engineering Processes - An integrated composite of people, products, and processes that provide a capability to satisfy the stated need or objective. Able to articulate (1) Task Definition (2) Conceptual State 3) Design Stage 4) Implementation Stage. Demonstrate experience and working knowledge of developing system life cycle plan in order to sustain the operation of a system. Demonstrate working knowledge of project management concepts including project planning and evaluation, systems test, configuration management, system integration, risk management, reliability and quality assurance, data processing, budgetary and financial planning, and project reporting. Demonstrated experience in working closely with management teams to develop and implement organizational strategies, policies, and practices to improve processes and policies to support organizational goals. Demonstratable proficiency with the use of Microsoft Office suite ( e.g Word, Excel, Power point).
Specific Knowledge (Any and/or All): Looking for someone familiar with "cradle to grave" involvement in a system of systems. IAT Level II Certification (CCNA, Security +).
