General Definition of Work

Responsible for a combination of field and office assignments including, but not limited to, a variety of

field data collection, management and interpretation; post-construction inspection program; assistance

with sediment and erosion control inspections and other MS4 program compliance support. This position

reports directly to the MS4 Program Manager.

Essential Functions

The following functions are intended only as illustrations of the various types of work performed. The omission of the

Assists the MS4 Program Manager with the development and implementation of National Pollutant

Discharge Elimination System (NPDES) Permit compliance.

Performs initial, routine and follow-up compliance Post-construction BMP inspections for all active

residential and commercial construction sites under the MS4 purview, generates inspection reports,

communicates results, including any issues, and ensures compliance with performance standards.

Responds to citizen inquiries and prepare written reports including all pertinent information and proposed

recommendations to be submitted to the MS4 Program Manager.

Confer with and provide information regarding code requirements for maintenance and sediment &

erosion control to developers, engineers, architects, property owners, the public, and other interested

parties as directed.

Assists with creating, reviewing and updating Division standard operating procedures to assist with MS4

program development and implementation.

Develops a program to educate the development community, including developers, engineers, and

contractors along with the building of a database of existing developers, engineers, and contractors that

have performed activities within the Town under MS4 purview.

Perform work related to the evaluation of engineering drawings, sediment & erosion control measures

and narratives and corresponding sediment & erosion control inspections to assure compliance with

Town, State, and Federal regulations.

Attends pre-application, pre-construction, Development Review Committee, Certificate of Construction

Compliance, Notice of Termination meetings and other meetings with applicants and the public as


Collects various field data including surface-water quality/level/flow measurements, survey data, and

locating stormwater infrastructure utilizing a Trimble GPS and integrate data with appropriate software

including ArcGIS, Excel, Access or other database formats.

Participate in the Town’s escalating enforcement process for stormwater regulations, as needed, possibly

to include representing the Town in court proceedings if a citation is issued.

Actively engages with agencies having jurisdiction, including but not limited to Beaufort County, Beaufort-

Jasper Water and Sewer Authority, Environmental Protection Agency, and SC Department of Health and

Environmental Control.

Communicate and coordinate regularly with appropriate individuals to maximize the effectiveness and

efficiency of inter-division operations and activities.

Attend meetings, conferences, workshops, and training sessions; review publications and other materials

to become and remain current on new principles and practices in assigned areas.

Knowledge, Skills and Abilities

Comprehensive knowledge of all applicable federal, state, and local codes related to required work,

standard erosion protection practices and standard sedimentation control practices; comprehensive

knowledge of Best Management Practices for South Carolina, Beaufort County and the Town of Bluffton

and understanding of construction industry practices, methods, operation, and materials regarding

stormwater systems; comprehensive knowledge of the department’s policies and procedures;

comprehensive knowledge of federal, state and local codes and ordinances applicable to specialized

area(s) of assignment; comprehensive knowledge of investigation techniques and methods of inspection;

comprehensive knowledge of methods and techniques of the construction trade(s) applicable to

specialized area of assignment; ability to understand, interpret and make recommendations on

construction plans, construction codes, ordinances and drawings; must be able to work outdoors in a

variety of weather conditions for extended periods of time; ability to effectively and assertively enforce

specifications and regulations in a fair and impartial manner; must be able to analyze maps, codes, and

legal descriptions, and make appropriate judgments on compliance or non-compliance issues; ability to

communicate effectively with others, both orally and in writing, using both technical and non-technical

language; ability to prepare and present accurate and reliable reports containing findings and

recommendations; ability to operate a personal computer using standard and customized software

applications appropriate to assigned tasks; ability to use logical and creative thought processes to

develop solutions according to written specifications and/or oral instructions; must be able to perform a

wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive

deadlines; integrity, ingenuity, and inventiveness in the performance of assigned tasks is necessary.

Education and Experience

Bachelor of Science Degree in Engineering, Landscape Architect, Construction Management, or any

relevant allied field, or any combination (as determined by the Town) of experience and training which

provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.

Physical Requirements

This work requires the regular exertion of up to 10 pounds of force, and occasional exertion of up to 50

pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel,

frequently walking, sitting, reaching with hands and arms, pushing or pulling, lifting and repetitive motions

and occasionally requires standing, climbing or balancing, stooping, kneeling, crouching or crawling and

tasting or smelling; work requires close vision, distance vision, ability to adjust focus, depth perception,

color perception, night vision and peripheral vision; vocal communication is required for expressing or

exchanging ideas by means of the spoken word and conveying detailed or important instructions to others

accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and

to receive detailed information through oral communications and/or to make fine distinctions in sound;

work requires preparing and analyzing written or computer data, visual inspection involving small defects

and/or small parts, using of measuring devices, legally operating motor vehicles or equipment and

observing general surroundings and activities; work regularly requires exposure to outdoor weather

conditions and occasionally requires working near moving mechanical parts, working in high, precarious

places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to the

risk of electrical shock, working with explosives and exposure to bloodborne pathogens and may be

required to wear specialized personal protective equipment; work is generally in a moderately noisy

location (e.g. business office with copy machines, telephones and/or computer printers, light traffic).

Special Requirements

Must have, or obtain within 6 months of hire, certification as a South Carolina Certified Erosion Prevention

and Sediment Control Inspector (CEPSCI).

Must have, or obtain within I year of hire, certification as a South Carolina Certified Stormwater Plan

Reviewer (CSPR).

Possession of an appropriate driver’s license valid in the State of South Carolina.
