DEPARTMENT: Energy Resources -Gas Division, City of Rocky Mount
JOB SUMMARY: This position is responsible for supervising and participating in gas metering and gas meter shop operations
Directs gas meter technicians in the design, installation, testing, repair, maintenance, calibration and programming of all types and classes of gas meters, regulators, electronic gas measurement instruments and related equipment; participates as necessary; maintain testing and calibration equipment to ensure accuracy and reliability.
Proficient in the operation of CIS software. Utilizes CIS to investigate complex gas metering issues, resolve billing discrepancies, process service orders, notate accounts with pertinent documentation, access account history, and all other applications as necessary.
Specify, order and maintain inventory of all gas meters, regulators and related equipment; investigate and implement new gas metering technologies and equipment.
Provides direction and supervision to subordinates; ensures productivity, adherence to policies, effective performance evaluations, and individual skill development; practices and enforces safety rules and ensures proper use of personal protective equipment.
Monitor industrial customers’ corrected and uncorrected volumes, pressures, and temperature and flow rates, investigates and resolves issues or discrepancies.
Performs other related duties as assigned.
Knowledge and level of competency associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with three to five years of experience or service.
Possession of or ability to readily obtain a valid driver’s license issued by the State of North Carolina for the type of vehicle or equipment operated.

SUPERVISORY CONTROLS: The Gas System Engineer assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.
GUIDELINES: Guidelines include OSHA regulations; Department of Transportation’s Office of Pipeline Safety regulations; the City of Rocky Mount Gas Division Operation and Maintenance Manual; the National Safety Council Natural Gas Safety Handbook for Utility Workers and Contractors; North Carolina Fuel Gas Code; federal regulations; City policy manuals; and the City code. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY: The work consists of varied administrative, technical, and supervisory duties.
SCOPE AND EFFECT: The purpose of this position is to supervise the operations of the Meter Shop. Success in this position contributes to the provision of natural gas utilities for system customers.
PERSONAL CONTACTS: Contacts are typically with other City staff, vendors, and members of the general public.
PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, resolve problems, provide services, and motivate and influence persons.
PHYSICAL DEMANDS: The work is typically performed while intermittently sitting, standing, stooping, walking, bending, or crouching. The employee frequently lifts light and occasionally heavy objects, climbs ladders, and uses tools or equipment requiring a high degree of dexterity.
WORK ENVIRONMENT: The work is typically performed in a meter shop and outdoors, occasionally in cold or inclement weather. The employee may be exposed to natural gas, noise, dust, dirt, grease, and machinery with moving parts. The work requires the use of protective devices such as masks, goggles, hearing protection, or gloves. Must be able to work scheduled and unscheduled overtime.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position has direct supervision over Meter Technician I & II (2).
