The Systems Analyst I position will provide direct support for the agencies within the Public Safety community of interest to include the City’s Police Department, Fire Department, Emergency Medical Services, Office of Commonwealth’s Attorney, Office of Emergency Management, and Emergency Communications and Citizen Services.

Specific job duties will include, but are not limited to:
Formally gather business, functional and/or technical requirements for new technology requests and work items.
Document and maintain all requirements throughout the Requirements Lifecycle Management process to include definition, Validation, Documentation, and Traceability.
Provide analysis and documentation for system solutions that meet stated requirements as part of a team.
Provide formal Fit and Gap documentation on requirements met by an application as well as gaps in the solution.
Assist in documenting business processes through workflows and business process modeling.
Develop and document test cases, test plans and scenarios based upon business processes and requirements.
Implement applications and technology solutions to support business and operational needs throughout the Public Safety community of interest.
Provide ongoing maintenance and support for applications and technology solutions within the public safety application portfolio.
Assist in the support of applications through system administration, configuration management and lifecycle management.
Excellent written and verbal communication skills, as well as strong customer service and problem-solving skills.

CJIS/PREA Disclaimer: ***This position will provide direct support to the City’s Public Safety departments and will have physical access to public safety buildings and/or access to confidential and sensitive public safety databases. As such, and in compliance with federal regulations and guidelines, City of Virginia Beach IT staff and contractors must receive a Criminal Justice Information Systems (CJIS) and may require a Prison Rape Elimination Act (PREA) criminal background clearance prior to employment and annually thereafter while employed or under contract with the City of Virginia Beach. Automatic disqualifiers related to the CJIS and PREA criminal background checks apply, including but not limited to, US Citizenship and/or minimum ten (10) years US Residency requirements.

Minimum Requirements:
MINIMUMS: Requires any combination of education (above the high school level) and/or experience equivalent to four (4) years in fields utilizing the required knowledge, skills, and abilities listed above and associated with such positions as Programmer Analyst, Business Analyst, or Management Analyst. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preference for this position will be given to candidates with a bachelor’s degree in information technology or a similar discipline.
Certification such as Information Technology Infrastructure Library (ITIL) or Certified Business Analysis Professional (CBAP) is a plus.
Documented professional experience in business and/or systems analysis to include requirements lifecycle management, documentation and business process modeling.
Experience with system administration, configuration management and lifecycle management.
Implementation, maintenance and support experience with commercial off-the-shelf (COTS) solutions.
Experience with the creation and management of documentation.
Experience with customer service, troubleshooting and problem resolution.
Demonstrated abilities with verbal communications and writing fundamentals to include status and/or project reports.
Experience in test management and phases of the test management process.
