The Systems Engineer (SE) is a position within the NGSS Princess Anne engineering group reporting to the Systems Engineering Manager. Supports the Engineering Departments and the Missions Managers for assigned mission. Responsible for life-cycle process compliance for assigned missions, including requirements analysis and functional allocation, risk identification and mitigation, peer review and pro-active concurrent engineering evaluations, anomaly and non-conformance assessment and resolution support, and any other system level services. Supports the Mission Manager in the assessment of mission requirements, the decomposition of these into overt and derived requirements, and the functional allocation and tracking for them to the engineering disciplines. Reviews mission documentation, processes, and hardware to preclude unwanted systems interactions. Audits designs/drawings, integration/testing activities, risk identification and lessons learned actions, and other operations to ensure compliance with concurrent engineering best practices. Possesses and maintains general knowledge of all sounding rocket systems, interfaces, applications, and interactions. This includes mechanical, electrical power, telemetry, guidance, and vehicle (rocket motor) systems. It also includes ground support equipment, procedures and processes, and launch operations, and other aspects of sounding rocket class vehicles. Rotates chairmanship of peer review panels and investigation boards to insure coverage and diversity of perspectives. Collaborates with Mission Manager, Design Team, Mission Assurance Representatives, and customer to assure mission success. Duties to be performed include, but are not limited to those listed below.
Performs technical planning, system integration, verification and validation, cost and risk, and supportability and effectiveness analyses for total systems. Analyses are performed at all levels of total system product to include: concept, design, fabrication, test, installation, operation, maintenance and disposal. Ensures the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints. Performs functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software specifications.
Complete understanding and wide application of technical principle, theories, and concepts in the field. General knowledge of other related disciplines. Provides technical solutions to a wide range of complex difficult problems. Solutions are imaginative, thorough, practicable, and consistent with organization objectives. Works under only general direction. Independently determines and develops approach to solutions. Work is reviewed upon completion for adequacy in meeting objectives. Contributes to the completion of specific programs and projects. Failure to obtain results or erroneous decisions or recommendations would typically result in serious program delays and considerable expenditure of resources. Frequent inter-organizational and outside customer contacts. Represents the organization in providing solutions to difficult technical issues associated with specific projects.
Support the Mission Manager and Design Team in the development of sounding rocket payloads to meet technical, operational, and other requirements
Maintains Engineering/Mission Operations life-cycle processes
Maintains requirements identification and functional allocation
Maintains integrated risk identification and mitigation activities
Reviews and audits design processes and documentation, including non-conformances
Reviews and audits manufacturing and integration processes and documentation
Reviews and audits sequence testing and environmental testing processes and documentation
Researches lessons learned applicable to the assigned mission and informs design team
Briefs at milestone reviews on configuration status, lessons applied, and systems issues
Chairs review panel for milestone meetings and issues action items
Chairs anomaly investigations boards for missions as assigned (not for own missions)
Chairs post-flight debriefs and reviews, and populates lessons-learned databases
Coordinates and approves technical Mission Close-Out Reports for each assigned mission
Must be able to obtain a Secret clearance
