Duties
Summary
This position is located in a USDA Natural Resources Conservation Service state, area, or field office within a designated state. To assist the area/zone or similar engineer and is responsible for providing basic technical guidance and in-the overall planning, design, installation, and maintenance of the engineering phases of soil and water conservation practices.

Responsibilities
Supervises the planning, design and construction of engineering practices such as water management, animal waste management, erosion control, flood control, wetland creation or restoration.
Oversees the type, scope, and intensity of field investigations and surveys needed for the practice implementation. Directs the collections and processing of field data and ensures adequacy of the collected data.
Prepares designs, preliminary and final drawings and specifications on complex engineering practices. Designs are performed accounting for ease of construction, availability of materials, and adapted to the specific site conditions.
Directs and performs site investigations, feasibility studies, and field construction checks for conservation practice installations.
Assists Leadership in determining the training needs of the field personnel engaged in engineering work. Makes recommendations to Leadership on training needed and assists in the organization of the statewide engineering training program.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Basic Education Requirement: Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; OR

Combination of education and experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (1) Professional registration or licensure; (2) Written Test; (3) Specified academic courses; or (4) Related curriculum. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:

Specialized Experience: To qualify for the GS-07, Applicants must have at least one (1) year of specialized experience equivalent to the GS-05 level in the Federal service, or comparable experience not gained through federal service. For this position, specialized experience is defined as providing technical assistance and guidance in the overall planning, design, installation, and maintenance of engineering practices for soil and water conservation programs; OR

Superior Academic Achievement in a bachelor's degree a curriculum directly related to the work of the position.. To qualify for superior academic achievement, you must have ONE of the following: (1) standing in the upper third of your college class or major subdivision at the time you apply; (2) grade point average of B (3.0 on a 4.0 scale) or its equivalent for all courses completed, either (a) at the time of application or (b) during the last 2 years of your undergraduate curriculum; (3) B+ (3.5 on a 4.0 scale) or its equivalent for all courses completed in a related discipline, either (a) at the time of application or (b) during the last 2 years of your undergraduate curriculum; OR (4) election to membership in one of the national honorary scholastic societies that meets the requirements of the Association of College Honor Society; OR

Education Substitution: One full year of progressively higher level graduate education in engineering or related field; OR

Combination of Education and Experience: Possess a combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.

Specialized Experience: To qualify for the GS-09, Applicants must have at least one (1) year of specialized experience equivalent to at least the GS-07 grade level in the federal service which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include: planning, design, and construction of engineering phases of soil and water conservation practices and/or conducting quality assurance reviews of planned, designed, and constructed engineering projects to recommend ways to improve the efficiency, effectiveness, and quality of products or services provided to internal and external customers; OR

Education Substitution: Two full years of progressively high graduate education or Master's or equivalent graduate degree in engineering or related field; OR

Combination of Education and Experience: Possess a combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Physical Demands: The work requires some physical exertion such as long periods of standing, traversing steep slopes and rough construction sites, recurring bending and stooping, jumping across shallow ditches, walking in soft, muddy and slippery conditions, and lifting and carrying equipment and samples that weigh up to 50 pounds.
Work Environment: Frequent trips to field sites involve exposure to construction equipment and the environment, and extreme temperatures of hot and cold. Employees will be required to wear hard hats and observe necessary precautions on scaffolding, in trenches, and in the area of moving machinery. Exposure to noise levels common to construction sites with large earth moving equipment can be expected. There will be exposure to disease carrying insects and irritating plants.
