Civil or Mechanical Engineer Services – MCBH – (FMCB)– Kaneohe Bay, HI
BB&E is seeking a Civil or Mechanical Engineer Services to support the Facilities Engineering Branch at Marine Corp Base, Kaneohe Bay, HI (FE).
JOB DUTIES AND RESPONSIBILITIES:
Review plans, designs, drawings, and specifications prepared by NAVFAC.
Develop and review Charrette; Functional Analysis Concept Develop (FACD); Request for Proposal (RFP) development for MILCON and Facilities Sustainment, Repair and Modernization (FSRM) projects; Review all design phases for final signature. Coordinate Construction with affected MCB Hawaii parties as well as the Naval Facilities Engineering Command Hawaii in Charge (NAVFACHI FEAD) and the Base maintenance shops.
Coordinate, validate, and distribute all design plans and specs and project turn over documents to our maintenance division.
Review and recommend Collateral Equipment Requirements.
Manage critical initiatives, objectives, and all aspects of operations management associated with FSRM and MILCON scope project requirements.
Identify new or changed planning standards, Unified Facilities Criteria (UFCs), U.S. laws, Executive Orders, and Department of Defense (DoD) regulations; propose changes to current Program and Initiative planning to incorporate these revisions.
Manage repair/MILCON projects.
Participate in conferences and workshops.
Provide Conference & Meeting Reports (electronic) in sufficient detail to identify dates, locations, points of contact, attendees, direction received, and areas of concern and salient items of interest identified at the meeting.
Maintain communication with the project sponsors and MCBH Facilities Department, on all aspects of assigned projects to ensure stakeholders are informed of project status against planned project baseline.
Assist and support with organizing facility planning, management and other requirements shareholders coordination efforts for MCBH Facilities Department.
Maintain issue log throughout all project phases.
Maintain project comment lists throughout all project phases.
Initiate and coordinate project RFIs throughout all project phases.
Generate and provide other analyses, reports, and briefings as required to keep key stakeholders informed, enable decisions, and maintain project momentum.
A Bachelor’s Degree in Civil or Mechanical Engineering is required.
JOB QUALIFICATIONS AND SKILLS:
Minimum five (5) years of related experience with PE License.
Background knowledge in wastewater treatment plant systems.
Ten (10) years of related experience is required without a PE License.
Working knowledge of the DoD and Marine Corps policies and regulations related to facilities planning and engineering projects of special and MILCON scope.
Working knowledge of skill related to the development of professional level correspondence and management of programs.
Excellent communication skills, both oral and written, as well as customer service skills due to daily interaction with various levels of rank, authority, position, both military and civilian.
Experience working on DoD installations on facilities projects, maintenance, and operations.
Experience managing MILCON projects ($50M-$150M) and special projects ($200K-$2M).
Experience with facilities planning and programming (MILCON)/special projects scope).
Experience working with Naval Facilities (NAVFAC) and Army Corps of Engineers.
Requires Tier 1, or Tier 1-equivalent investigation for suitability.
