The Junior Java Enterprise Developer (Systems Analyst IV) reports the Senior Development Manager of Health and Human Service Commissions (HHSC) Information Technology (IT). This position applies expertise and technical skills on complex functionality related to the daily operations/maintenance, problem resolution, design and implementation of applications, and systems with a wide range of client and agency-specific functionality. The position will provide coded solutions for critical cross-agency business process analysis projects for HHSC agencies, as well as perform analysis and development of complex business processes through proven or creative system solutions. Work is performed in an agile environment and creativity is encouraged.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Develops and maintains application functionality, including Web Interfaces, Service-level integration and deployment, complex Business Logic and use of SQL or No-SQL datastores for HHSC IT as documented in a User Story. (40%)
Ensures adherence to industry standard definition of done which includes unit testing, automated testing, and user acceptance. (30%)
Provides technical input, analysis, and design of application functionality, including Web Interfaces, Service-level integration and deployment, complex Business Logic and use of SQL or No-SQL datastores for HHSC IT as documented in a User Story. (20%)
Participates in Agile ceremonies, as well as other required internal Agency meetings. (10%)
Knowledge Skills Abilities:
Knowledge of Core Java Development.
Knowledge of J2EE Java Development.
Knowledge of Agile (Scrum) and Lean methodologies.
Knowledge of Cloud (Azure or AWS).
Knowledge of Containers (Docker or Similar).
Knowledge of SQL and No-SQL Datastores.
Knowledge of Web Interface Technologies (Angular or Similar).
Knowledge of Service-based integrations of systems (RESTful services or Similar).
Knowledge of Asynchronous Messaging (Kafka, MQ-series or Similar).
Skill in troubleshooting, performance tuning, and problem solving.
Skills in working with applications and infrastructure (applications, data, security, virtualization, and modernization).
Skill in verbal, written, and presentation communication.
Skill in Unix commands.
Ability to learn and quickly comprehend new concepts.

Ability to design solutions from scratch using OOA&D concepts and patterns.

Registration or Licensure Requirements:
Initial Selection Criteria:
Graduation from an accredited four-year college or university with major coursework in business, communications, computer science, computer information systems, management information systems, or a related field. One year of appropriate experience may be substituted for the required education on a year-for-year basis.
Minimum of 2 (two) years of experience in Java/J2EE Enterprise Development – (Core Java, JDBC, Spring Boot, and Angular for example).
Minimum of 2 (two) years of experience with SQL.
Minimum of 2 (two) years of experience with Web Interface development – (Angular for example).
Minimum of 2 (two) years of experience with Agile methodologies – (SCRUM for example).
Experience with multi-tier system/application development – (IBM WebSphere Application Server and Oracle for example).
Experience in building, supporting, maintaining, and monitoring mission critical business, applications/systems, running in a highly distributed manner.
Preferred experience in database design such as Queries, Cursors, and Triggers.
Preferred experience with application servers – (WebSphere or WebLogic).
The posted salary range reflects the minimum and maximum allowable by state law. Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual Chapter 7.
