The job: The IT Operations and Production Manager is responsible for the operations of DMV application systems and technical infrastructure.

In this role, you will manage staff and operational programs required to deliver critical IT projects and services in compliance with the established service level agreement with DMV Services Division in direct support of DMV’s business goals and objectives.

A day in the life:
Manage DMV operations and production support technical developers, systems analysts and database administrators.
Management responsibilities include personnel resource allocation, contract administration, consulting, problem resolution, system analysis, training, documentation, implementation and end-user support.
Monitor call resolution rates and wait times for services, from DMV field staff calling for support.
Develop maintenance concepts and execution.
Provide program leadership for the establishment and compliance with consistent application development standards.
Develop, deliver and maintain the DMV service level agreement.
Provide leadership, training and coaching for IS technical and DMV staff.
Provide leadership and direction through strategic, tactical and operational planning.
Prepare and monitor the biennial budget and monitor expenditures.
Requires willingness to work irregular hours (weekends, holidays, nights) and travel as needed.
Work environment includes managing projects with conflicting priorities and deadlines.

What we need:
Three (3) years of management experience in a public or private organization, which included responsibility for each of the following
a) development of program rules and policies

b) development of long- and short-range goals and plans

c) program evaluation and

d) budget preparation.

OR

Two (2) years of management experience in a public or private organization which included responsibility for each of the following
a) development of program rules and policies

b) development of long- and short-range goals and plans

c) program evaluation and

d) budget preparation
AND

45-48 quarter hours (30-32 semester hours) of graduate level coursework in management.
OR

Three (3) years of professional experience as a program/project leader , assigning and reviewing work of professional staff (e.g., IT analysts, etc.) including project responsibility for developing goals and objectives, project evaluation, and monitoring and controlling or preparing a budget.

You will be required to use a vehicle to conduct business. You must possess and maintain a valid driver license and acceptable driving record. Your license does not have to be issued in Oregon to be considered.

Experience explaining complex technical issues to non-technical management and customers.
Demonstrated effective team development skills, excellent interpersonal skills and strong communication skills, both verbal and written.
Experience and skill in analyzing IT problems and implementing or effectively recommending sound technical solutions.
Experience and skill performing and coordinating multiple IT functions and ongoing projects simultaneously with frequent, high priority interruptions.
Experience and knowledge of IT purchasing, contracting, asset management and inventory methods, procedures and controls.
