Join SAIC’s Information Technology (IT) Support Services Team in the Network Operations and Security Center (NOSC) of the US Air Forces Central Command (USAFCENT) Communications Directorate (A6). This opportunity places you at the tip of the spear for Engineering, Operations and Maintenance, Cyber Security, and Defensive Cyber Operations supporting the warfighter in the Southwest Asia area.
USAFCENT is the air component of United States Central Command (USCENTCOM), a regional unified command. USAFCENT, in concert with its coalition, joint and interagency partners, delivers decisive air and space power on behalf of USCENTCOM for the security and stability of the Southwest Asia (SWA) region. The USAFCENT NOSC delivers cyberspace command and control (C2) superiority to the warfighter by engineering, implementing, securing, managing, operating and maintaining USAFCENT’s Non-Classified Internet Protocol Router Network (NIPRNet), Secret Internet Protocol Router (SIPRNet), USCENTCOM Partner Networks (CPN-X), and associated C2 networks, systems and services.
The USAFCENT NOSC executes the full-spectrum of IT services management and operations for USAFCENT networks 24 hour-a-day, 7 day-a-week (24/7); and is tasked by USCENTCOM to provide information assurance (IA) boundary intrusion detection and intrusion prevention for USCENTCOM components. Comprised of NOSC operations, operations support, cybersecurity, network engineering, and command support functions, the USAFCENT NOSC plans, engineers, installs, integrates, operates and maintains, protects and manages enterprise-wide network and systems architecture, infrastructure and services; and provides enterprise-level oversight to its subordinate and supported communications support activities.
Candidates will be working at Shaw AFB, SC and/or Lackland AFB, TX. Frequent temporary duty (TDY) and/or deployment travel to OCONUS locations in the USCENTCOM AOR is required to support sustainment, site surveys, installations, upgrades, integration, testing, troubleshooting and other mission-related requirements.
The candidate for this position manages experienced professionals (e.g. engineers, scientists, financial analysts) who exercise discretion and independent judgement performing assignments, and interprets and administers policies, processes, and procedures that may affect sections and subordinate work units.
Operational Support Team Management:
Performs design and implementation of IT systems that require the integration of diverse and complex components. Activities include creating a problem statement, defining operational requirements including integration with other systems or components, researching and modeling the system architecture and configuration, investigation alternatives, cost analysis and estimation, and decision analysis.
Ensures the logical ad systematic conversion of requirements into total systems solutions that acknowledge technical, schedule, and cost constraints.
Performs functional analysis, timeline analysis, requirements allocation and interface definition studies to translate requirements into hardware and software specification.
Provides specific, detailed information for selection, implementation techniques, and tools for the most efficient solution to meet business needs, including present and future capacity requirements, facility requirements (including floor layout, power & cooling, network connectivity), data storage, backup, monitoring, operations systems, directory services, identity management, access management, and automation.
Provides guidance to subordinates within the latitude of established company policies.
Recommends changes to policies and establishes procedures that affect immediate organization.
Interacts frequently with internal personnel and outside representatives at various levels.
Participates and presents at meetings with internal and external representatives. Interaction typically concerns resolutions of operational and scheduling issues.
Often plays a key role in cooperative effort among members of a project team made up of representatives from other departments.
Specific duties for this position include, but are not limited to:
Provide technical direction to other contractors on SharePoint, Network Health Assessment and Configuration Management concepts and apply System Development Life Cycle (SDLC) principles.
Provide technical coordination and research to exploit cutting-edge technologies, assisting with technical and status updates for briefings and reporting on SharePoint, Network Health Assessment and Configuration Management subjects.
Possess and demonstrate an understanding of geopolitical issues and interest related U.S. doctrine as applied to countries in the USAFCENT Area of Responsibility (AOR), Southwest Asia, especially in the areas of SharePoint, Network Health Assessment and Configuration Management.
Provide oral and written briefs and presentations to senior IT managers explaining and support recommendations on SharePoint, Network Health Assessment and Configuration Management subjects
Maintain a professional image and appearance, including appropriate attire commensurate with this senior staff position. Profession business attire will be commensurate with government uniforms, and other contractor attire.
Establish and support the USAFCENT Communications Control Board (CCCB) in accordance with Joint, USCENTCOM, AF, and local Operating Instructions.
Provide functional management of the CCCB, coordinate place and time of the CCCB with the board president and other voting members, collect and publish agenda items, record meeting minutes, and publish information on a secure web page.
Monitor, processes, and manage the Systems Requirements Documents (AF3215) supporting the USAFCENT mission.
Review and coordinate all NOSC Communications Task Orders (CTO) submissions, and release to USAFCENT Forward for publishing.
Understand and apply AFI and DOD guidance on web development; write and update concept of operations for web policy and implementation.
Manage the development of training materials, web pages, programming languages and third-party web applications used to support SharePoint on the USAFCENT Enterprise to include classroom, and seminar training.
Review technical project documentation for final draft coordination and subsequent release.
Provide oral presentations and written briefs to senior military officers and IT managers.
Manage the development of technical documents based on extensive networking background in system administration or network engineering.
Assists the Training Manager to develop/modify standardized training to meeting USAFCENT NOSC mission requirements and monitor local NOSC certifications and evaluations.
Coordinate semi-annual site Staff Assistance Visits (SAV), or provides on-demand SAV at the request of deployed Senior Communications (SC); SAV augmentation may come from other DoD resources or internal NOSC resources.
Review standard systems and network processes and checklist to validate they meet prescribed standards, and are easily executed from a comprehensive checklist.
Coordinate technical visits from DoD activities, contractors and commercial vendors.
Review SharePoint, Network Health Assessment and Configuration Management technical project documentation for final draft coordination and subsequent release. Includes assisting personnel with project documentation and web site development as needed.
Contractor shall assist the Chief of Operating Support Team (OST) to provide technical and status updates to the NOSC commander on a weekly basis.
Contractor must be prepared to brief all OST project and production issues with little or no-notice.
Masters and seven (7) years or more experience; PhD or JD and four (4) years or more experience. In addition the following certifications and skills are required: CISSP, MCP – Server, MCSC App Builder, and ITIL Foundation.
ITIL 4 Foundation certification or any ITIL v3 Intermediate certification. Any equivalent IAT-III certification, if not the certification listed above.
