The Safety and Occupational Health Specialist is responsible for safety and occupational health program planning and implementation. The employee assumes a lead role in the development of safety goals, policy, and procedural documentation for The Battle Creek Healthcare Delivery System. The employee works closely with facility leadership, coordinates safety activities with regional representatives and supports the development of integrated planning for all facilities within the region.
As the Safety and Occupational Health Specialist, you will assist the medical center in the development of health and safety programs and standard operating procedures to assure compliance with The Joint Commission (TJC), Environment of Care (EOC) standards, and Federal Regulations and VA policies to anticipate, recognize, evaluate, and control hazards. You will also be responsible for inspecting all areas of the medical center; plan, organize, coordinate, direct, evaluate, and manage a comprehensive fire protection, safety and occupational health program. Inspect all areas of the Medical Center, applies the TJC/EOC Standards, National Fire Protection Codes, OSHA, EPA, NRC regulations and other consensus standards, and sound safety and health practices to detect hazardous operations and conditions, and recommend corrective measures. Other duties include but are not limited to:
Conduct occupational safety and health surveys involving hazardous work environments including steam and heat generation, laboratories, warehouses, maintenance shops, and engineering spaces to assure compliance with applicable VA,NFPA, OSHA, JC, and Life Safety Code standards and reports violations; includes inspection of civilian contractor spaces.
Plans and executes the safety program budget.
Provide instruction and training to supervisors and employees in proper Occupational Health and Safety workplace practices to include new employee orientation and specialized courses for supervisors and clinical staff.
Investigate employee accident reports and provide training to supervisors and managers on proper completion of accident reports; offer additional recommendations to correct contributing conditions.
Advises senior level management officials on the status of the safety and occupational health programs, initiatives, and improvement monitors and recommends necessary changes to meet new safety and occupational health standards.
Reviews Healthcare Delivery System proposed equipment procurement requests to insure the inclusion of necessary safety features.
Assumes the lead role in the development of safety goals/objectives, policies, and procedural documentation for the facility by working closely with leadership to promote the integration of safety considerations into the planning and operational activities of the Healthcare Delivery System.
Executes the facility Safety Management System (SMS). This includes primary responsibility for hazard identification and analysis; setting objectives and targets for improvement; document control and records management; internal and external communications; monitoring and measuring leading and lagging indicators; compliance inspections and evaluations; and incident investigations.
Develops, edits, and reviews Healthcare Delivery System policies for compliance with applicable laws, rules, and regulations.

You may qualify based on your experience and/or education as described below:
Preferred Experience: Experience in a healthcare setting performing various inspections, accident investigations, hazard assessments, electrical safety, ergonomics, policy/standard operating procedure revisions, and construction safety.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Managing safety or occupational health program elements.
Developing and recommending safety and occupational health policy to higher levels of management.
Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to eliminate or control potential hazards.
Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
Inspecting or surveying workplaces, processes, products or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Undergraduate and Graduate Education: Major study - safety or occupational health fields(safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related)disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
You will be rated on the following Competencies for this position:
Technical Knowledge: Thorough Knowledge o fall standards (JC, OSHA, NFPA, Life Safety Code, etc.) applicable to Safety,Industrial Hygiene, Occupational Health, and Fire Protection.
Inspections: Knowledge of principles in safety and industrial hygiene inspection and survey techniques sufficient to identify occupational hazards
Customer Service: Skill in communicating with a wide range of internal and external stakeholders including Veterans and staff ranging from front-line workers to supervisors and clinical specialists.
Organizational: Skill in prioritizing multiple tasks and work assignments regarding the management and control of safety, industrial hygiene, and occupational health programs at a large facility level.
Data Collection and Reporting: Knowledge is required of data collection and report writing procedures to effectively share results of analysis and evaluations with leadership.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).
