The Program and Projects Manager’s main responsibility is to serve as an effective liaison on various NextGen projects and initiatives. While the role does require a background in civil engineering, construction, environmental resources, etc., the Program and Project Manager will coordinate with internal MassDOT staff, external contractors, other government agencies, and other stakeholders to make sure that each project is moving forward on time and on budget. An ideal candidate for this role would have effective project management and communication skills as well as the ability to envision projects as a whole, while keeping tabs on the disparate parts of the project. This is a dynamic role that will work with many MassDOT departments in order to meet project deadlines and stakeholder commitments.
Duties and Responsibilities:
Serve as an effective liaison on various stages of review submittals for Civil Engineering Projects within the Division, including but not limited to: Project Development, Highway Design, Bridge, Roadway, Planning, Construction, Asset Management, Planning, Maintenance, Operations, District Offices, Right- of -Way, and Regulatory Agencies to keep projects on time, on budget and in compliance.
Providing strategic initiatives, policy and standards development, creation of manuals, and administrative support.
Evaluating workflow and review processes to provide strategic guidance on streamlining & expediting clearances.
Managing budgets, tracking, and projections for Consultant Contracts.
Participating in the Specification Committee and drafting and editing Construction Contract Specifications.
Actively managing direct reports, providing feedback, deadlines, and performance reviews.
Working collaboratively with Highway Division units to streamline submittal reviews.
Monitoring design, construction, and maintenance schedules to ensure submittal reviews are completed in a timely manner to achieve permit compliance and project milestones.
Effectively communicating, facilitating, and resolving conflicts with internal and external parties.
Supervising staff involved in submittal reviews, managing contracts and invoices, including expediting, and managing consultants.
Managing complex projects, as required.
Reviewing scopes and work-hour estimates and negotiate fees for consultant contracts and individual assignments.
Maintaining program schedules and monitoring project submittal Tracking and Reporting Procedures.
Providing timely reviews and preparation of contract language, special provisions, bid item quantities, Interagency Service Agreements, regulatory language, preparation of letters and memos and other documents.
Representing the Department and/or attending hearings, meetings, and conferences.
Providing timely reviews and sign-off of invoices for processing.
Securing project schedules from consultants for all assigned tasks and projects.
Excellent communication skills, including the ability to communicate with internal and external stakeholders.
Strong time management and organization skills.
Experience or interest in project and/or construction management.
Ability to delegate tasks, as necessary.
Ability to manage multiple projects, people, and tasks concurrently.
Demonstrated client management and customer service skills.
Ability to collaborate with others and synthesize information from various sources.

Minimum Entrance Requirements:
Applicants must have at least (A) six years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least four years must have been in a professional capacity, and (C) of which at least three years must have been in a supervisory capacity, or (D) any equivalent combination of the required experience, and the substitutions below.
I. An Associate’s degree with a major in civil engineering** or civil engineering technology** may be substituted for a maximum of one year of the required (A) experience.*
II. A Bachelor’s degree with a major in civil engineering** or civil engineering technology** may be substituted for a maximum of two years of the required (A) experience.*
III. A Graduate degree with a major in civil engineering** may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*
The terms civil engineering and civil engineering technology include related engineering disciplines, such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials.
- Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.
Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.
