The person hired for the position of Senior Environmental Scientist/Engineer will be a key driver of environmental compliance by providing detailed analysis of environmental permits and regulations and translating these into actionable requirements to drive factory compliance activities. The position will also support environmental compliance activities more broadly and conduct environmental audits.

Primary Responsibilities include but are not limited to the following:
Analyze U.S, EPA, state and local regulations to determine applicability (to both 3M and individual facilities), identify facility-specific compliance requirements, and facilitate implementation.
Coordinate necessary actions to prepare and submit environmental permit applications, including (but not limited to) emission calculations, emission source information, and air dispersion modeling.
Implement 3M processes for analyzing legal requirements of environmental regulations and permits. Using 3M-supported data systems, translate these into facility-specific requirements, driving facility implementation and compliance programs.
Support development of strategies and systems by individual manufacturing facilities that maximize operational flexibility and ensure compliance.
Develop and maintain relationships with relevant regulatory agency staff and engage, as appropriate, to resolve ambiguities or non-compliance with regulations or permits.
Implement improvements to compliance programs, in cooperation with 3M technical experts.
Prepare for and conduct on-site, multi-media environmental compliance audits, collaborating with 3M businesses and facilities.
P ossess a Bachelor's degree in an engineering or science discipline (completed and verified prior to start) from an accredited institution
Minimum of five (5) years of combined experience in environmental permitting and/or regulatory compliance as it applies to air, water, and/or waste (private, public, government or military)
Minimum of five (5) years of experience working directly with U.S. Environmental Protection Agency (EPA) Clean Air Act (CAA) regulations
Bachelor's degree or higher in Environmental Engineering, Chemical Engineering, Civil Engineering, Mechanical Engineering or related discipline from an accredited institution
Minimum of five (5) years of experience interpreting and managing U.S. environmental industrial regulatory compliance
High attention to detail, with process-oriented view, and ability to write clearly and concisely.
Strong interpersonal skills and ability to maintain good working relations with clients. Ability to communicate with varying levels and functions within a matrixed organization, as well as in one-on-one, small groups, and large audience settings.
Minimum of six (6) years of experience with project management and prioritization skills; demonstrated self-starter with the ability to multi-task
Minimum one (1) year of Lean Six Sigma/Quality Improvement experience
Demonstrated ability to develop into a new position via acceptance of coaching, mentoring and networking to strengthen knowledge and expertise
Experience managing compliance projects involving New Source Review (NSR)/ Prevention of Significant Deterioration (PSD), New Source Performance Standards (NSPS), and National Emission Standards for Hazardous Air Pollutants (NESHAP) regulations
Experience interpreting state-specific environmental regulations (several different states is preferred)
Experience working with manufacturing facilities on environmental compliance
Ability to understand and apply analytical and statistics tools
Microsoft Office proficient, various database applications a plus
