Under general direction, is responsible for architecting and maintaining the stability of the voice, data, and video, and wireless network services at Tulsa County by performing the following duties.
Essential Job Functions
Plan, design, and develop local area networks (LAN’s) and wide area networks (WAN’s) across the organization.
Participate in installing, monitoring, maintenance, support, and optimization of all network hardware, software, and communication links.
Analyze and resolve network hardware and software problems in a timely and accurate fashion.
Work closely with System Engineers and Client Services staff as security threats and vulnerabilities are detected.
Evaluate, review and if appropriate, implement recommendations for improvements to existing network procedures and documentation for efficient and cost-effective delivery of highly available network services.
Provide tier 3 technical support for client service incident responses to resolve network issues and to support the implementation of new network solutions.
Follow established change procedures to implement network maintenance, upgrades, and changes.
Author policy, procedure and standards documents based on industry best practices and personal research and experience.
Provide recommendations to the management team to increase effectiveness of organization and technology solutions.
Resolve incident management tickets as they arise and ensure timely resolution.
Use technical concepts in multiple specialized fields to develop solutions to problems and critical design issues.

Education and/or Experience
Bachelor’s degree from an accredited four-year college or university; plus one to two years related experience; or equivalent combination of education and experience, substituting one additional year of full-time paid employment for one year of the required education with a maximum substitution of two years.
Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries of complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors.
Ability to comprehend and apply principles of advanced calculus, modern algebra, and advanced statistical theory. Ability to work with concepts such as limits, rings, quadratic and differential equations, and proofs of theorems.
Ability to apply principles of logic or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, musical notes, etc.) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.
Certificates, Licenses, Registrations
One of the following certifications is desired but not required: (Network +, CCNA Routing and Switching, JNCIA, CCNP-Collaboration).
Knowledge, Skills and Abilities
Skill in administering and configuring routers/switches, which includes implementing firmware changes, OS releases and other software upgrades; in troubleshooting router/network performance problems; in troubleshooting circuit problems; in preparing announcements for maintenance activities or network outages; in communicating effectively via phone and e-mail with network contacts and vendors; in prioritizing of multiple demanding events along with daily tasks; and with mixed multi-vendor environment (Cisco iOS, Juniper JunOS, Palo Alto).
Knowledge of TCP/IP, SNMP, Spanning Tree, VLAN, IPv4 Routing, Static/OSPF/BGP, VXLAN/MPLS, IPSec/IKE VPN Tunnels, QoS, 802.11 Wireless, ACLs, DHCP, and DNS.
Ability to analyze information and evaluate results to choose the best solution and solve problems; to maintain the highly secure nature of information technology work; and to monitor technology performance with tools such as Solarwinds, PRTG, and other similar solutions.
