National Nuclear Security Administration Demonstration Project
This position is covered by the National Nuclear Security Administration (NNSA) Demonstration Project. The NN-04 pay band is equivalent to the GS-14-15 grade levels.

As a Nuclear Engineer, you will:
Serve as cognizant engineer responsible for design of new reactors cores for Naval Nuclear Propulsion applications, including a refueling core for a land-based prototype and initial cores for COLUMBIA class submarines and the next fast attack submarine class.
Serve as a subject matter expert for the research, development, design, acquisition, specification, construction, inspection, installation, certification, testing, overhaul, refueling, operating practices and procedures, maintenance, supply support, and ultimate disposition of naval nuclear propulsion plants.
Provide engineering advice, guidance and assistance to program offices or site managers on the interpretation and application of technical requirements and policies, evaluation of modifications and/or alternative approaches, and corrective actions as required.
Develop internal policy guidance and other documents which may lead to changes in policy or program direction.
Participate in a technical advisory capacity and represent the interests and position of the office in meetings, panels, and conference with other federal agencies, state agencies, national laboratories, contractors, and/or other stakeholders to present briefings/speeches, evaluate and assess technical research and development reports and plans, and present issues, problems, impacts, and solutions.
Participate on ad-hoc teams comprised of other engineers in the government and the private sector in conducting broad policy studies.
Provide oversight and coordinate with diverse entities such as organizations within the Navy, Department of Defense, Department of Energy, reactor plant design laboratories, and shipyards.
Perform a variety of duties associated with Naval Nuclear Propulsion work, including (but not limited to): VIRGINIA Class Submarines/UK Technology Exchange, Commissioned Submarines, Advanced Submarines, Prototype/MTS Ship Operations, Reactor Refueling, Reactor Engineering, Surface Ship Systems, Instrumentation and Control, Reactor Plant Components/Auxiliary Equipment, New Ship Designs, Surface Ship Propulsion, Advanced Technology, Nuclear Technology, Reactor Materials, Nuclear Components, Regulatory Affairs, Shipyard Matters, and/or Reactor Safety.

GENERAL REQUIREMENTS FOR EMPLOYMENT
The position is covered under the DOE Drug-Free Workplace Order 343.1. The tentative selectee must test negative prior to final selection for this position and will be subject to random testing thereafter.

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent at the GS-13 level (or equivalent) grade level in the Federal service. Experience should include:
Professional knowledge and application of the theories, principles, practices, and techniques of naval nuclear propulsion, mechanical, electrical, and chemical engineering applicable to the full range of engineering duties concerned with the administration, management, planning, and evaluation of contractor activities involving health and safety precautions, propulsion plant design changes and ship construction.
Your application and resume should demonstrate that you possess the following knowledge, skills and abilities (KSAs). You are NOT required to provide a separate narrative response. Rather, your resume must describe how your past experience demonstrates the following KSAs.
Mastery of advanced engineering concepts, practices and principles of naval nuclear propulsion engineering sufficient to provide expert consultative service to the management of major development programs in the design and development of nuclear powered reactor systems and components.
High level knowledge of naval nuclear propulsion engineering aspects, other than assigned specialty area in order to apply new concepts, developments, and experienced judgment sufficient to solve a variety of highly complex technical problems.
Extensive knowledge of naval nuclear propulsion engineering sufficient to serve as a recognized consultant and expert in reactor core design for nuclear propulsion.
Detailed knowledge of related fields such as mechanical, electrical, or chemical engineering and physics sufficient to independently evaluate naval nuclear propulsion systems designs and development from a broad perspective.
High level skill in managing technical programs and resources and the ability to independently resolve technical problems necessary to ensure the timely and successful completion of programs.
Detailed knowledge of, and ability to apply, administrative and fiscal policies, and procedures and practices sufficient to manage or assist in the management of technical problems.

BASIC REQUIREMENTS FOR ENGINEER:
Bachelor's Degree (or higher) in Engineering OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate professional field, provided you have had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. OR
Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum. OR
Current registration as a Professional Engineer by any State, the District of Columbia, Guam, or Puerto Rico allows eligibility only if your registration is within or closely related to nuclear engineering.
