Responsible for managing the risk-based inspection (RBI) program at LAR (LAR-Carson Refinery and LAR-Wilmington Refinery), ensuring compliance with MPC Risk Based Inspection Standards for Fixed Equipment. This role will act as the local site subject matter expert for all RBI related items.
This role will also manage the program for corrosion control document (CCD), Damage Mechanism Review (DMR), and Integrity Operating Window (IOW) development. They will work closely with the local inspection group, PSM group, and corporate folks to drive the schedule for CCD and DMR implementation in accordance with CalOSHA regulations. This role will have direct supervision over 3rd party contractors who will aid in developing CCDs, DMRs, and IOWs
Responsible for ensuring that LAR is in compliance with current TRS-661 practices, as well as implementing associated MPC SPs and RSPs into the RBI program.
Manages 3rd party contractors and internal resources to ensure that CCD/DMR compliance dates are met and that quality work is being completed. This includes local management of schedule and resources (managing the budget), working with internal resources to gather required inputs, and facilitating on site DMR meetings.
Owner of the Damage Mechanism Review Process – coordinating with PSM, corporate, inspection, and other associated groups to ensure DMRs are completed timely and accurately per the CalOSHA mandate.
Helps assess inspector competence and coordinate RBI training as required. This includes development of the inspection analysts and QA/QC of work during turnaround events.
Provides local SME support for RBI and interfaces with MPC RBI Corporate as required.
Provides update and feedback to leadership with regards to MPC standard KPIs.
Facilitates TAR work scope development using RBI strategies consistent with MPC standards.
Ensures quality of studies that are done, that compliance/Corporate dates are met and the RBMI data and reports are accurate. Helps ensure that RBMI standards and inspection confidence are met during TARs and that accurate criticalities are run in a timely manner.
- Mechanical/Material Engineer Degree Preferred
- API 510 Fixed Equipment/570 Piping Required
- API 580 RBI Required
- A minimum of combined 5 years Refinery fixed equipment and RBI experience
- Experience with coordinating an RBI Refinery Program
- Experience with Lloyd’s Register RBMI
- Knowledge of heritage Tesoro and MPC corporate fixed equipment standards
