The location of this position is currently in Juneau. The position may be located in Anchorage, dependent upon the location of the most qualified candidate.
The Alaska Department of Health and Social Services (DHSS), Division of Public Health (DPH), Section of Chronic Disease Prevention and Health Promotion (CDPHP), is recruiting for an individual with experience in design, construction, and maintenance of data management systems to facilitate the epidemiological analysis of surveys and administrative records.

The Public Health Data Analyst is the subject matter expert in data management, research design, sampling, statistical analysis, and information dissemination relevant to public health surveillance systems within the Section of Chronic Disease Prevention and Health Promotion (CDPHP). Under the direction of the BRFSS Coordinator, the job duties of this position include:
Public Health Data Management
Designs and implements epidemiologically sound data management plans using public health data.
Applies concepts of the determinants of health to data management planning and execution.
Facilitates the use of GIS by geocoding data as appropriate.
Understands coding systems such as those used for medical diagnosis, medical procedures, employment, industry, and location.
Applies methodological expertise in programming languages (SPSS, SAS, and SUDAAN).
Searches public health literature for the latest methodological techniques and processes and applies them.
Web-based Data Dissemination Systems for Public Health
Manages web-based data dissemination systems. Currently this is done via the Alaska Indicator-Based Information System for Public Health (IBIS-PH or AK-IBIS), but will likely involve a different platform in the near future (e.g., Tableau).
Applies advanced and complex statistical analyses; interprets findings according to public health theory and practice; and distributes findings in web-based reports, tables, charts, and maps for surveillance and evaluation of diseases and injuries.
Produces summaries of surveillance systems incorporating crude and age-adjusted rates for individual health conditions among multiple sub-populations.
Employs complex programming procedures to produce prevalence rates, sample statistics, confidence intervals, and potential statistical shortcomings for individual periods and areas.
Displays data in multiple visual and tabular formats according to appropriate geographic systems to meet the needs of both local and statewide health assessment and policy development.
Public Health Monitoring and Evaluation
Identifies, locates, acquires, and analyzes epidemiological data for surveillance and program evaluation.
Develops code as needed for evaluation of program effectiveness, quality of care, and progress toward meeting state and national health objectives.
Applies scientific and statistical expertise to summarize data from statewide public health surveillance systems.
Computes sampling weights using post-stratification or raking.
Applies quality assessment standards to ensure statistical validity of surveillance data.
Understands the underlying assumptions of procedures and methodologies that affect data interpretation.
Consultation, Technical Assistance, and Mentorship
Translates the science of epidemiology to inform policy generation, development of evidence-based practices, and understanding of public health priorities.
Trains Surveillance and Evaluation Team members, junior staff, interns, research staff in other units, health care professionals, academics, and the public in the application of public health informatics.
We are looking for the following demonstrated knowledge, skills, abilities, and experience:
Experience managing a statewide public health surveillance system.
Knowledge of scientific methodologies related to survey design surveillance, sampling, and survey data collection.
Experience analyzing quantitative public health data using SAS, SPSS, STATA, or similar software.
Knowledge of statistical tests appropriate for the analysis of complex sample data.
Experience with web-based data dissemination strategies and tools, e.g., Tableau.
Excellent oral and written communication skills, including presenting before diverse groups.
Ability to stay calm while prioritizing and managing multiple tasks while meeting deadlines.

A PhD from an accredited college in biostatistics/statistics, epidemiology, public health nursing, health sciences, health administration, public health, community health, emergency medical services, psychology, the social sciences, the biological sciences, the physical sciences, social work, computer sciences, or a closely related field;
Two years of journey or full performance level professional experience providing any combination of public health-related clinical and/or technical research, consultation and advisory services, and/or data system design and implementation, which included significant responsibility for conducting surveillance, data collection, and statistical analysis, evaluating research data, and report preparation. Service as an Analyst/Programmer, Research Analyst, or similar job class may qualify if the work performed was specifically related to the collection, analysis, and maintenance of data concerning conditions of public health importance, such as incidence/prevalence of disease or injuries, social risk factors, behavioral risk factors, environmental risk factors, and/or demographic characteristics.

The social sciences include anthropology, economics, sociology, history, political science, geography, psychology, and demography. The biological sciences include botany, biology, entomology, ecology, forestry, and zoology. The physical sciences include chemistry, physics, astronomy, geology, and soil science.
Incumbents must abide by Public Law 104-191 Health Insurance Portability And Accountability Act of 1996 (HIPAA), and Alaska Statutes and Alaska Administrative Codes as identified by the Alaska Department of Health and Social Services of Alaska State Health Law Matrix.
