Serves as the functional expert conducting research, analysis, design, and development of Joint Exercise operational environments. Develops and implements control measures for the presentation of all aspects of the exercise operational environment to joint and combined training audiences. Incorporates all aspects of the operational environment into the exercise (PMESII, DIME, and Joint Functions). Coordinates, controls, and synchronizes the efforts of other functional experts' contributions to the exercise operational environment and scenario. Conceptualizes and prepares supporting products. Presents and controls exercise scenarios to enable training audiences to achieve exercise objectives and build readiness in the Joint Force. Assists Operational Environment team members in conducting research, analysis, planning, and portrayal of Threat / Opposing Forces (OPFOR) and Situational Forces (SITFOR) in Joint Exercises. Assists in the design and credible replication of units, platforms, systems, weapons, munitions and tactics in computer-assisted joint and combined military exercises and mission rehearsals.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES
As an Operational Environment Planner - Scenario Developer, develop, utilize, and publish exercise operational environment synchronization matrixes to manage and control planned events within the exercise operational environment. Lead operational planning teams (OPT) and small group sessions in the development of the exercise Operational Environment. Present Operational Environment briefings to training audiences and Exercise Control Groups (ECG). Develop Road to Crisis documents, Ground Truth documents, Force and Base Lay-down documents, the Intelligence Threat Stream / link diagrams, Operational Environment (OE) Orientation Brief, Operational Overview and exercise event Battle Rhythm documents. Plan and facilitate Scenario development workgroups. Serve as Scenario Manager during exercise execution events. Provide instruction in Scenario Development to members of the Exercise Control Group (ECG). Attend planning conferences and execution events throughout Joint Exercise Life Cycle (JELC).

BASIC QUALIFICATIONS:
Must be a U.S. citizen (eligible for a U.S. passport)
Must possess secret clearance (minimum) and meet eligibility requirements for a TS/SCI clearance
Must have a minimum of 8 years' experience as a commissioned officer, non-commissioned officer, or DoD civilian equivalent
Must be able to travel unassisted to CONUS and oversees locations to perform job duties
Experienced in public speaking, skilled in all aspects of communications for briefings, and presentations
Demonstrated ability to develop plans, execute, assess, and adjust, evaluate, and report findings
Ability to organize and complete assignments according to established standards regarding clarity, conciseness, style and terminology
Skilled in the use of Microsoft Office presentation, word processing, spreadsheet and collaboration applications
Bachelor's degree. 4 years of relevant experience may be considered in lieu of the degree requirement.

PREFERRED QUALIFICATIONS:
5 years' experience in planning and conducting military training for a service or joint/combined organization
Knowledgeable of 2+3 strategy of adversarial near peers, rogue nations and opportunistic Violent Extremist Organizations (VEO)
Operational level headquarters experience
Experience in exercise design, Joint Exercise Life Cycle (JELC), Universal Joint Task List (UJTL), Joint Information Management System (JTIMS) and Master Scenario Event List (MSEL) process
Joint experience
Experience in using simulations to support training
