The Scheduler/Project Controls Analyst develops and maintains integrated project schedules on assigned projects at Thomas Jefferson National Accelerator Facility (TJNAF). TJNAF is a world-leading nuclear physics research center sponsored by the U.S. Department of Energy (DOE) with an annual operating budget in excess of $100M with over 700 employees working on a modern 160-acre research campus in Newport News, Virginia. There has never been a more interesting and exciting time for project management at Jefferson Lab. We are executing lab projects and collaborating with national labs across the country. The various projects currently in planning stages range in cost from tens of millions to hundreds of millions of dollars, and span a broad technical range from refrigeration systems to particle detectors and a new accelerator complex. The analyst would be joining a team of vibrant, experienced and collaborative colleagues.
Utilizing Project Management and Earned Value Management methodologies, in compliance with DOE Order 413.3B while in close collaboration with the project management team, the Scheduler/Project Controls Analyst is responsible for WBS development, project schedule architecture, work package planning, sequencing, resource loading, and performance tracking throughout the project life cycle. Additional responsibilities include project documentation, report preparation, project change requests, and schedule, cost and variance analysis. Project scope can be multiple concurrent small to mid-range projects or support of one large complex project.
All duties require adherence to the JSA certified Earned Value Management System reviewed and monitored by the Department of Energy.
Essential Job Functions:
Collaborates with Control Account Managers (CAM) to develop the project schedule, integrating work scope, work breakdown structure, work package sequencing with logical relationships, resource loading, and planned cost into a performance measurement baseline. Provides continual maintenance of the schedule through the project lifecycle. Resolves unusual issues and applies appropriate schedule approach and methodology.
Collects and integrates project data including capture, analysis, and reporting of project performance, cost and forecast impacts. Performs what-if analysis, revisions to project plans, schedules, and budgets. Maintains variance analysis for the project and assists with identifying and tracking issues to completion. Responsible for meeting established project reporting deadlines and data accuracy.
Performs schedule and cost peer reviews.
Develops and implements changes to project documentation, presentation materials and status reports. Initiates, processes and tracks incorporation of project change requests.
Identifies potential schedule and/or cost issues. Proactively informs managers of these problems and proposes resolutions with enough time to prevent negative impact.
Develops queries and reports to data mine from Scheduling, Earned Value System and Accounting software. Validates extracted data ensuring complete reporting accuracy.
Monitors earned value, labor and cost data, maintains project data and prepares reports necessary to meet project requirements and lab management needs.
Contributes to the development of the organization’s project management/earned value policies. Maintains functional proficiency through training and participation in professional certifications.

Knowledge, Skills, Abilities:
Demonstrated experience utilizing project scheduling software (e.g. Primavera, Project, Open Plan, Artemis); Primavera preferred.
Experience with earned value, project scheduling and financial system processes related to project management
Strong knowledge and experience in interpretation, execution, and application of project management theories, principles, and techniques for cost and schedule control systems
Self-motivated problem solver with excellent analytical skills
Considerable knowledge of all cost and schedule related activities, (e.g. Work Breakdown Structure, sequencing, resource loading and other controls)
Considerable knowledge of project management functions and computerized performance measurement systems for cost and schedule.
Knowledge of DOE Project Management system requirements and practices.
Strong skills in developing, cultivating, and maintaining internal and external working relationships
Ability to perform independent variance analysis.
Knowledge of risk management and analysis.
Sound leadership and mentoring skills
Considerable knowledge of Microsoft Office with extensive and demonstrable experience in advanced Excel functions
Experience in Deltek Cobra, Deltek Costpoint and Cognos Analytics a plus
Maintains professionalism and accuracy while supporting interruptions in a dynamic working environment
Strong organizational skills and ability to effectively multi-task and prioritize in a fast paced, dynamic environment
Excellent oral and written communication skills and ability to collaborate with project teams.
Self-starter with keen attention to detail
Education, Certifications and Experience:
Bachelor’s degree plus five years of progressively responsible experience analyzing project performance management or the equivalent combination of education, experience, and training.
Proven knowledge of Project Management concepts.
PMP certification preferred.
Ability to understand complex problems and to collaborate, explore and implement alternative solutions
Ability to comprehend, formulate and communicate highly abstract concepts
Ability to think analytically/capable of analytic and deductive reasoning
Ability to organize, prioritize and complete complex and varied tasks
