Directs and manages all activities of the Maritime Division to include waterway, seaport, ferry, marine projects planning, development and operations. Reports to the Deputy Executive Director. Recommends policies, procedures, staffing and funding requirements to execute division programs. Work requires extensive contact with high-level executives, governmental officials and private entities. Employees at this level perform work at the highest level of discretion and independent judgment and are responsible for final outcome.
The essential duties for this job include:
Directs development and monitoring of the division operating budget including staffing and funding recommendations.
Initiates and participates in departmental maritime research.
Maintains a collaborative working relationship with federal, state and local governments and agencies with interest and responsibilities in maritime services, including the U.S. Army Corps of Engineers, U.S. Coast Guard and U.S. Maritime Administration.
Oversees and directs risk assessments in areas of responsibility of potential fraud, waste and abuse and in conjunction with the Administration; develops and implements policies and procedures to identify, prevent and eliminate fraud, waste and abuse.
Oversees and directs the development of short and long-range plans and reports for waterway, seaport and marine operations.
Participates in the development of the Statewide Long-Range Plan.
Provides maritime technical expertise and assistance to districts, division and offices.
Recommends to the Deputy Executive Director and implements policy and procedures for department maritime activities.
Represents the Department at national, state and local levels concerning maritime activities.
Represents the department in its capacity as the non-federal sponsor of the Gulf Intracoastal Waterway.
Reviews, analyzes and monitors the development and implementation of legislation affecting the division.
Serves as department liaison to the Texas Transportation Commissions Port Authority Advisory Committee.
Performs other job responsibilities as assigned.

8 years in Transportation experience including marine transportation or comparable military experience
Experience can be satisfied by full-time or prorated part-time equivalent
Must have three (3) years managerial/supervisory experience.
Related graduate level education may be substituted for experience on a year per year basis.
