What You'll Do

Researches, designs, develops, and/or modifies enterprise-wide systems and/or applications software. Involved in planning of system and development deployment as well as responsible for meeting software compliance standards. Evaluates interface between hardware and software, operational requirements, and characteristics of overall system. Documents testing and maintenance of system corrections.

Contributes to the successful completion of major IT projects and may function in a technical leadership role
Represents the organization as the prime technical contact on contracts and projects
Design, develop, modify and implement IT systems or software packages of all sizes to handle specific requirements
Store, retrieve, and manipulate data for analysis of system capabilities and requirements
Interacts with senior external personnel on significant technical matters often requiring coordination between organizations
Prepares and maintains documentation related to computer systems and programs in accordance with established procedures
May provide leadership in IT strategic direction in including technology, architecture, cyber security, and support
As needed leads or participates in evaluating future requirements and aids in the selection of new software
Coordinates research and/or design projects to accomplish assigned responsibilities in a timely and efficient manner
Prepares or reviews written reports and makes recommendations for use by management and other agency representatives
Responsible for improving general system knowledge, leadership skills and capabilities, and providing technical consultation
May lead System Design and User Interface Design efforts on new systems
Accountable for all direct output assigned and for providing direct output support to his/her manager

Minimum Job Requirements

Bachelor's degree in engineering/science/information technology discipline with a minimum of 2 years of relevant experience OR a Master's degree in engineering/science/information technology discipline.

Ten or more years of relevant education, training, and/or progressive experience may be considered to satisfy educational and years-of-experience requirements for this posting.

Preferred Job Requirements
Bachelors' or Masters’ degree in Computer Science, Software Engineering, Computer Information Systems, or related technical/science degree
Prior development experience with PeopleSoft or C# and .NET a plus
Programming – Highly skilled at developing computer programs in one or more languages for various purposes and skilled at ERP Programming or Object Oriented Programming
Database - Knowledge of tools, languages and techniques for retrieving and updating data for various purposes and experience in the design and implementation of database files and structures
Application Security - Good understanding of how to deliver secure applications and stays current on trends in IT vulnerabilities and counter measures
Systems Analysis - Experienced at system analysis
Leadership - Ability to lead the customers and the teams to the best solution
Active Listening - Exceptional listening skills to give focused attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times
Speaking - Strong communication skills to talk to others and convey information effectively
Ability to establish and maintain harmonious working relationships with co-workers, staff and external contacts, and to work effectively in a professional team environment

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10CFR 709. Medical requirements may apply.
