Leads the preparation of bids for engineered products and more technical service scopes of work. The Proposals Engineer will work together with Sales, Project Management, Engineering and other technical experts to jointly produce winning proposals at a high level of quality and speed.
Duties & Responsibilities
Defines the correct technical solution for received RFQs, evaluates different strategic options for the bid, and selects the ideal bid strategy.
Communicates with customers in conjunction with the sales team during the bid preparation and clarification process.
Approves proposals as required (per the Oceaneering Approval Matrix).
Attends customer meetings and lead customer discussions.
Takes the lead and manages the creation of proposals and cost estimation sheets.
Works as a team with other business units to define who will submit the bid and what information must be incorporated into those bids.
Reviews technical and commerical teams of customer RFQ's and RFP's.
Fully understands and follows sales and B&P processes and procedures.
Participates in creation and discussion of Win Plans done during the bid phase.
Leads initiatives related to the CRM and ERP system, including day to day reporting, training, new changes, and implementations.
Takes a lead role in risk assessments done during the bid phase.
Creates and maintains templates for engineered product sales and technical rental quotations.
Collects information from management, engineering, procurement, sales, accounting, tax, quality, HSE - as appropriate.
Prepares quotations in company ERP (Enterprise Resource Planning) software - as required.
Assists with contract execution and handover to project management.
Logs RFQ information into CRM software and registers the receipt of request for quote from customers and returns any response forms.
Analyzes customer information, bids activity information, PeopleSoft, CRM, and other data.
Ensures proper approvals are obtained during bidding and contracting processes.
Assists with department process improvement initiates, including creating and revising procedures - as required.

Bachelor’s degree in Engineering, or equivalent education and experience.
2 years of industry experience, including subsea oil and gas products and services.
Knowledge of industry standards.
Understanding of industrial sales and proposal preparation processes.
Proficient with MS Word and Excel.
Good working knowledge of typical subsea Oil & Gas field developments and different components within the system.
Offshore or field related experience with ROVs, ROV tooling, umbilicals, IWOCS, drilling systems, intervention systems, decommissioning, and/or testing/installation of subsea hardware.
Working knowledge of mechanical design, stress/strain theory, static/ dynamic loads, and fatigue.
Working knowledge of electrical theory, voltage, current, etc.
Familiarity with CI methodologies (Lean-Six Sigma, TQM, Quality Transformation).
Experience with formal engineering practices, process engineering, or manufacturing engineering.
Experience in control systems, distribution systems, flexibles, flowlines or HV/Optical cables.
Experience with technical documentation and/or developing tenders with inside sales organization.
CRM Software experience.
ERP Systems experience.
Ability to work in a team environment, remaining attentive to ideas, recognizing responsibilities, and actively participating with others to accomplish assignments and achieve desired goals. Good communication and presentation skills.
