Responsible for project management of new and replacement capital improvements and equipment associated with production, distribution, transmission, and facilities assets. Performs hydraulic evaluations to identify future supply facility needs, and resolve operational supply issues, prepares conceptual design reports to support the development of the Louisville Water Company's capital improvement plan and budget. Develop and operate a system wide hydraulic model.
Essential Job Functions:
Plan, design, estimate cost, and prepare bid documents for capital improvement projects in a timely, cost effective and efficient manner under the direction of the manager.
Assist the Manager in planning and preparing the annual capital budget proposals by identifying system needs, developing concepts, and preparing feasibility, preliminary engineering and project budget reports.
Conduct hydraulic studies using software modeling programs such as KYPipe 2010 and InfoWater. These studies will include analyzing the impacts of proposed projects and operational changes over both short- and long-term periods, and in both isolated and system-wide scenarios. In addition to predictive applications, the hydraulic modeling will be used to troubleshoot problems in the distribution system.
Coordinate and oversee the planning, development and execution of capital improvement projects with outside agencies, contractors, consultants, and LWC project teams.
Provide project construction management, including contract administration functions and construction inspection.
Prepare engineering studies and reports to evaluate alternatives in accordance with good engineering practice.
Prepare specifications and contract documents for annual service and maintenance contracts. Evaluate bids for recommendation of contract award to Bids and Awards Committee.
Develop, implement, and update flowcharts and standard operating procedures for the process.
Perform other duties as assigned.
Part-time, 20 hours per week and no more than 1,200 hours in a 12-month period. Hours of availability range from 8:00am to 5:00pm. Hours may vary and will be scheduled in advance.
Work both indoors and outside under all conditions and at various Louisville Water Company locations. Requires outside field work associated with construction activities; field settings may entail all the hazards that are typical in construction work involving heavy equipment and excavations. Generally, works a 20-hour work week.
75 credit hours in civil engineering studies; and
One (1) year experience in civil related engineering (water utility experience preferred) in project development design, and construction; and
Fundamental of Engineer certification and/or Professional Engineers license within two years after award of job; and
Valid driver’s license.
Bachelor’s degree in Engineering.
