The Capital Planning & Development department is seeking a Project Manager. This is a full-time (1.00 FTE), 12-month, fixed term professional faculty position. Reappointments are at the discretion of the Associate Vice President.
The purpose of this position is to manage capital and noncapital construction projects across the university. This position will manage projects from inception to completion including the planning, design, and construction phases. It will coordinate activities of designated projects to ensure that goals or objectives of project are accomplished within prescribed time frame and funding parameters, adhere to university design and construction standards and are compliant with the campus master plan and historic district requirements. Travel to offcampus meetings and construction sites may be required.
This position manages and coordinates the hiring and termination process for professional services consultants and contractors. This position will establish and maintain relationships with internal departments and customers and external stakeholders including city building officials. All work will be carried out according to university administrative and financial processes and procedures. Work may include the creation of studies and feasibility reports.
This position will actively work to carry forward the vision, mission and values of the Capital Planning and Development department as it supports the instructional, research and service goals of the University.
75% Project Management: The Project Manager will manage capital and non-capital construction projects across the university. This position will manage the planning, design, and construction phases as well as coordinate activities of designated projects to ensure that goals or objectives of project are accomplished within prescribed time fame and funding parameters. Travel to off-campus meetings and construction sites may be required.
Perform the full range of project management cycle: initiating, planning, budgeting, executing, monitoring and controlling, and closing. Independently lead and direct projects requiring high levels of functioning integration and involving multiple disciplines.
Develop initial estimates for capital, non-capital, major repair projects, and manages project budgets from conception through final completion. Reviews change order and fee requests to ensure compatibility with user needs design standards, project intent and contract requirements. Must have general understanding of bond, gift and other funding sources and how those sources affect project implementation.
Prepares and implements project schedules, including time for contracting and in-house reviews.
Manages and coordinates interview and selection process for professional service providers (consultants, architects, etc.) and contractors for capital and non-capital projects. Identifies construction delivery methods appropriate to projects. Ensures contract is executed prior to work beginning. Manage design work of professional architectural and engineering consultants. May recommend design and construction changes to projects and judge validity of other proposed changes. Review contract modifications.
Serves as liaison between the user, consultant, contractor, trades staff and the Capital Planning and Development department.
Effectively manage multiple projects concurrently in various stages of development, develop priorities, and negotiate solutions to meet designated project goals or objectives. May delegate portions of work to subordinates.
Become thoroughly familiar with the requirements of all regulatory agencies and see that they are properly achieved. Ensures compliance with university policies, state and federal laws and regulations, contractual agreements and industry standards. Provides quality control inspection and closely coordinates with local building officials regarding the plan review and permitting processes. Manage projects in compliance with the Campus Master Plan and National Historic District Guidelines.
Responsible for ensuring that all “punch list” items are properly corrected prior to final payment.
Arranges for warranty work to be completed in a timely manner.
20% Project Administration: Ensures the preparation and maintenance of a master file of project documents, including plans, specifications, maintenance manuals, line diagrams, warranties and special instructions through the completion of projects.
Actively participate in construction standard updates, computer project management updates and training, as well as other departmental and university improvement processes.
Actively participate in departmental scheduling and coordination meetings, continuing education opportunities and collaborative discussions with Facilities Services.
Establish, foster and build relationships with the university, school and department leadership in order to understand the academic mission of the University and provide recommendations the ensure capital projects and programs are in line with University goals.
Provide supervision to student interns assigned to Capital Planning and Development working on construction projects. Identifies and arranges training and educational opportunities for student interns. Plans and approves workload. Follows up with student interns to ensure that work assignments are completed on time. Provides mentoring to student interns. Disciplines employees as required to enforce the expectations within Capital Planning and Development. Prepares performance evaluations, responds to grievances and manages overall performance of employees up to and including termination if necessary.
When vacancies occur, this employee will recruit and recommend hiring decisions.
5% Other duties as assigned:
Bachelor’s degree in Architecture/Engineering (Civil, Structural, Electrical or Mechanical), Construction Engineering Management or a closely related field.
5 years of relevant construction project management experience. Relevant experience includes but not limited to: work on teaching and learning facilities, research facilities, student housing, and athletic facilities. Values of project work should vary between $100k and $50M.
Extensive knowledge in the fields of architecture, engineering, and building construction.
General knowledge of state and local building codes.
Demonstrable ability to apply sound judgment, negotiate, and problem solve.
Demonstrated ability to take initiative and lead within the organization.
Effectively manage multiple projects concurrently in various stages of development, develop priorities, and negotiate solutions to meet designated project goals or objectives.
Excellent verbal and written communication skills.
Ability to work effectively with internal and external customers.
Knowledge and experience with office technology (email, project management, calendar/scheduling, spreadsheets).

Preferred (Special) Qualifications
Professional licensure as an architect, engineer or other relevant certification.
Experience managing renovations that are focused on installing mechanical and electrical systems.
Experience with AutoCad.
Experience working in a higher education or similar campus environment.
Supervisory or leadwork experience.
Understanding of contract implementation and legal requirements with Oregon contracting law.
