Job Title: Area Manager
Area: Columbia, SC
Report to: Regional Manager
Status: Exempt
Supervisor to: Paving Superintendent, Construction Supervisors, Estimators, Project Managers, Trucking Coordinator and Project Engineers

The Area Manager provides overall direction and guidance to the operational activities of the area with the objective of maximizing growth and profitability as well as day-to-day leadership and management to the company operations functions. The Area Manager sets the behavioral expectations of all operational and functional teams to promote a highly respectful, ethical, and safe place to work at all times.

Primary Responsibilities:
Complete supervision and responsibility for construction and paving operations, including daily production, costs, safety, planning, scheduling (labor, equipment, trucks, and subcontractors), estimating, bidding, ethics, and quality control.
Supports the project team, providing engineering and construction review of projects and troubleshooting technical issues that arise on a daily basis.
Conducts Project Construction Status meetings with leadership team.
Reviews job budget updates with Regional Manager.
Establishes and maintains strong relationship with stakeholders, including owners, consultants, subcontractors, regulatory agencies and public.
Understands and enforces contractual responsibilities, contract documents and resolves disputes in consultation with Regional Manager.
Monitor and assess the performance of the project, foreman/superintendent, engineering needs and operations staff.
Trains, coaches, and mentors project personnel to develop a cohesive and effective team.
Ensure project performs as budgeted and takes corrective action where necessary to ensure the best outcome for the project.
Manages projects and time constraints to meet deadlines.
Develop, implement, and maintain bidding strategies and processes with the project team and estimators.
Coordinate and integrate the activities of project managers/engineers and other support staff on the project.
Establish priorities for the project staff based on owner and project requirements.
Review and approve all major purchase orders, change orders, and contractor/vendor requisitions.
Monitor contractor/vendor pending costs.
Ensure cost reports are updated on at least a monthly basis.
Review and approve all project forecasts, schedules, cost estimates, and financial reports.
Ensure that the owner is apprised of all deviations from the project baseline data.
Coordinate with project administrator all client “business” related contact/correspondence to ensure consistency of reporting.
Obtain client’s acceptance of the work, including proper documentation.
Responsible for the preparation and submission of the final project report, and timely closeout of subcontracts and purchase orders.

Demonstrates a broad understanding of and applies good financial management practices; assist in preparations for COLAS Budgets (Plan, B1 etc.).
Assists closely with the preparation and analysis of reports.
Reviews performance data (financial, sales and activity reports) to monitor and measure productivity, goal progress and activity levels.
Plans, develops, and implements short and long term goals responsible for the achievement of area and department/division/unit productivity and quality goals.

Determine staffing requirements.
Hire, train, and develop people.
Sets measurable employee goals and objectives; follow through.
Monitors staff performance including performance reviews.
Develop professional and leadership skills within themselves and others.

Coordinates projects, suppliers, and subcontractors.
Assures quality of projects.
Monitors and drives schedules.
Performs accurate project and cost reviews.
Maintains working relationships with owners, agencies, subcontractors and other stakeholders.
Plans and implements procedures and systems to maximize operating efficiency, continued growth and improvement.
Holds self and others accountable for adhering to rules and responsibilities.
Safety – Environmental – Human Resources
Creates and maintains a culture that values safety, health, ethics, and environmental stewardship.
Conducts safety/incident investigations with corrective action to prevent future incidents.
Ensures company safety policies in accordance with Standard Operating Procedures, and all OHSA and any state level agencies regulations are enforced.

Skills/ Qualifications:
Progressive responsibility on construction, paving and plant projects including federal, state, and municipal projects.
Undergraduate Degree in engineering, construction management, or similar discipline preferred. Experience may be substituted for degree.
A strong understanding of field operations with aptitude for building complex projects and effectively managing crews.
Proficiency in MS Office.
Must have experience with scheduling software and with bidding software; Proficiency in Heavy-Bid, and P6 is preferred.
Valid driver's license with acceptable driving record.

The employee is frequently exposed to fumes or airborne particles. The employee is occasionally exposed to wet and/or humid conditions; high, precarious places; and chemicals. The noise level in the work environment is usually loud when required to be outside, much quieter when working indoors.
