Summary: This is a management position responsible for implementing strategic direction and managing the daily activities of the company Virtual Private Cloud environments, local area computer networks, telephone systems, voice and data telecommunication systems, internet/intranet systems and information systems support. The position will involve ongoing project and contract management, and systems integration responsibilities in coordination with Data Dimensions departments, vendors, subcontractors and clients. This position will also manage the Infrastructure and Help desk team members in daily work and project delivery.
Essential Duties and Responsibilities include the following. Other duties may be assigned as deemed necessary per management.
Express, and promote the “vision” and strategic direction for cloud computing, local area computer networks, telephone systems, voice, video and data telecommunications systems, security systems, Internet/intranet systems, application development, business provider outsourcing and information systems support
Exercise good judgment in structuring and organizing work and setting priorities, balancing the interests of the clients and readily readjusting priorities to respond to customer demands.
Identifies opportunities for process improvement, cost reduction, and stabilization. Develops proposals and approaches to realize these opportunities.
Develops project plans specifying goals, strategy, staffing, scheduling, identification of risks, funding, contingency plans, and allocation of available resources, while balancing the interests of the clients and meeting their expectations.
Consults with management and reviews project proposals to determine goals, time frame, procedures for accomplishing project, staffing requirements, and allotment of resources while working within the organizational structure, workflow, and operating procedures.
Formulates and defines technical scope and objectives of project, deliverables, milestones, and required tasks.
Adjusts hours of work, priorities, staff assignments, and scope of authority to ensure efficient operation, based on workload.
Prepares project status reports and keeps management, clients, and others informed of project status and related issues.
Coordinates and responds to requests for changes from original specifications.
Reviews status reports prepared by project personnel and modifies schedules and plans as required ensuring project progresses on schedule and within budget.
Confers with project personnel to provide technical advice, determine impact of proposed changes, and resolve problems.
Understands and drives system stability through holding teams accountable for proper planning, testing and change management discipline.
Defines Service Level Agreements (SLA) for all production environments. Measures and reports operational performance against SLAs on a monthly basis to Sr. Management.

Principles and practices of budgeting (operating and capital), communication, information technology, service delivery, project management, performance standards, telecommunications, contracting, resources to achieve outcomes and expectations.
Leads in development, implementation and maintenance of policies, standards, objectives, short/long-range planning; develops tracking and evaluation programs to assist in accomplishment of established goals.
Evaluates proposed projects to assess adequacy of existing software, hardware, and automation related services and recommends the necessary purchases.
On new projects and initiatives, prepares and reviews ROI and deployment plans with senior leadership prior to the execution of the capital investment.
Assists in evaluating the direction of technical trends in the business industry and advises for courses of action.
Reports on the status and progress of automation projects and operations including current usage, capacity and recommendations for expansion.
Consults with software and hardware vendors and other establishment workers to solve problems impeding computer processing.
Ensures appropriate instrumentation is implemented to measure, alert and report on system performance against required SLAs.
Develops and directs quality assurance test plans.
Meets with subordinate supervisors/managers to discuss progress of work, resolve problems, and ensure that standards for quality and quantity of work are met for internal/external clients.

Strong business acumen, i.e., financial and business analysis techniques, with prowess towards a technical architect and design of environments to support highly performance application delivery services in a Virtual Private Cloud.
ITIL practices as they relate to service delivery.
Experience in the design, deployment and management of Virtual Private Cloud environments.
Current with developments and trends in areas of emerging technologies.
Project management principles as they relate to the delivery of project initiatives.
Knowledge and experience in managing licensing agreements.
Experience in vendor management including solution development, pricing negotiation, and delivery execution.
Disaster Recovery methodology and practices for a service organization.
Supervisory Responsibilities: Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Direct Reports – Managers, Systems Engineers, Network Engineers, Systems Administrators and help desk staff.
Bachelor's degree (B.S.) from an accredited four-year college or university.
15 years direct experience in managing complex technical operations inclusive of Virtual Private Clouds and external customer facing environments in a regulated industry (Healthcare, Financial, Government)
Project Management Professional (PMP) certification is highly desirable.
