This position will work in the Engineering Department. Job duties will include the ability to perform a variety of professional engineering tasks in the design and construction of the City's most complex public works improvement projects; to provide technical engineering expertise supporting the City's infrastructure systems; design and operation of City transportation systems; to prepare designs and specifications for assigned projects; and to perform variety of technical tasks relative to the assigned area of responsibility. CIVIL ENGINEER, PRINCIPAL

To perform a variety of professional engineering tasks in the design and construction of the City's most complex public works improvement projects; to provide technical engineering expertise supporting the City's infrastructure systems; design and operation of City transportation systems; to prepare designs and specifications for assigned projects; and to perform variety of technical tasks relative to the assigned area of responsibility.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from higher level engineering staff.
Exercises technical and functional supervision over lower level engineering staff.
ESSENTIAL AND MARGINAL FUNCTION STATEMENTS-Essential and other important responsibilities and duties may include, but are not limited to, the following:
1. Lead, plan, train and review the work of staff responsible for performing engineering work including the design and construction of public works projects.
2. Plan, direct and participate in the preparation of plans, specifications, addenda, proposals, district maps and cost estimates for proposed projects.
3. Prepare presentation of plans to a variety of boards and commissions; coordinate the design of engineering projects and construction work with outside contractors and other agencies; conduct meetings and public hearings to provide information to outside agencies and the general public.
4. Perform research for project needs; determine need for land acquisition and eligibility for grant funding of projects. Develop and analyze a variety of databases for future engineering projects; input survey materials and manipulate data.
5. Assist in the selection of consultant engineers for various projects; negotiate with consultants to establish contract prices. Assist in the preparation of timetables and budget estimates for engineering and construction activities; advise consultants on construction details.
6. Review and approve completed engineering and construction projects for compliance with appropriate codes and ordinances.
7. Respond to public and professional inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner.
8. Receive construction bids, monthly pay estimates and contract change orders for recommendation of payment; negotiate with contractors to establish change order prices to perform extra work not included in the original construction contract.
When assigned as Consultant Manager:
1. Provide oversight and manage the complex interplay of the NDDOT, contractors, consultants, and City entities involved.
2. Provide overview and monitor budgets and technical requirements.
3. Cooperatively work with consultants on design and construction of projects, review plans for City compliance, prepare and monitor project schedule to complete project within established deadlines.
4. Create filing system for the large array of project documentation.
5. Provide documentation necessary to meet project requirements and secure outside funding.
6. Field review of construction activity and completed work to verify consultant and contractor are performing quality work.
When assigned as Traffic Engineer:
1. Conduct traffic engineering investigations, surveys and studies; analyze traffic accident statistics and recommend improvements to reduce traffic impacts.
2. Develop and maintain timing sequences for traffic signals and supporting maintenance procedures; prepare and/or review plans and specification for traffic control devices.
3. Coordinate a variety of traffic engineering activities and studies including signing and striping; with other departments and divisions.
4. Monitor construction activities for adherence to work zone signing standards.
5. Perform evaluations, studies and design of traffic signal and street lighting systems; prepare plans and specification for upgrades to systems; monitor new construction of street light and traffic signal projects.
6. Assist a variety of outside agencies and representatives in the design and planning of transportation improvements.
1. Assist in directing emergency management operations within the assigned area as required.
2. Periodically inspect engineering construction sites to verify progress and compliance with plans and specifications and to resolve problems and conflicts that arise at the construction site.
3. Perform related duties and responsibilities as required.
QUALIFICATIONS (Knowledge, Skills and Abilities)
Knowledge: Principles and practices of civil engineering; Principles and practices of lead supervision and training; Operations, services and activities of a civil engineering program; Methods and techniques supporting the design and construction of municipal public works projects; Operational characteristics of applicable engineering equipment and tools; Water and sewer design and grading techniques; City development standards and construction specifications; Principles of mathematics as applied to engineering work; Engineering design principles and practices; Construction principles and practices in the public works industry; Terminology, methods, practices, and techniques used in technical civil engineering report preparation; Engineering computer software including computer aided design and drafting programs; Occupational hazards and standard safety practices; Pertinent Federal, State and local laws, codes and regulations; Principles and practices of traffic engineering including traffic analysis and control systems; Methods, materials and equipment used in traffic regulation; Methods and techniques of field data collection, tabulation and analysis; Methods and techniques used in the design and engineering of transportation systems; Pertinent Federal, State and local laws, codes and regulation; Recent developments, current literature and sources of information regarding traffic and transportation engineering.

Experience and Training Guidelines
Any combination of Experience and Training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Five years of increasingly responsible traffic or civil engineering experience.
Equivalent to a Bachelors degree from an accredited college or university with major course work in traffic engineering, civil engineering or a related field.
License or Certificate
Possession of, or ability to obtain, an appropriate, valid registration as a Professional Engineer; valid traffic signal certificate; valid work zone safety specialist certificate; valid driver's license.
Environmental and Physical Conditions:
Office and field environment; travel from site to site; exposure to potentially dangerous environments, noise, dust, grease, smoke, fumes, gases, inclement weather conditions; inspect around heavy construction equipment, exposure to high traffic volume; high voltage; Essential and marginal functions may require maintaining physical condition necessary for light lifting, crouching, climbing, walking, sitting or standing for prolonged periods of time.
