This position is responsible for administering consumptive use permitting aspects of the Water Use Bureau and ensuring that all strategies, initiatives, programs, and processes support the District’s Consumptive Use Permitting program. The Section Administrator leads and manages a staff of 16 involved in the review and processing of consumptive use permit applications through 3 Section Leaders in accordance with new or established criteria and accepted hydrogeologic and surface water hydrology principles. Candidates should have experience in analyzing complex water use permit applications and skillfully providing mentoring and guidance in preparing the necessary written and oral reports commensurate with the complexity of the permit applications. Must have the ability to reprioritize workloads to effectively respond to special requests and/or unplanned situations; and, the ability to evaluate and change workflows/process, as necessary.
The position requires knowledge of advanced hydrogeology, surface water hydrology, and geochemistry; experience in the use of computer hardware and software; experience in utilizing and reviewing maps, construction plans and specifications, engineering and environmental reports, and water resource computer program output; and experience in communicating effectively with other hydrogeologic professionals, attorneys, construction professionals, developers, agriculturists, civil engineers, and others involved with the South Florida Water Management District's water use regulatory program and related matters.
The Section Administrator will regularly participate in special projects and program teams, both within the Water Use Bureau and with other groups within the South Florida Water Management District. The successful candidate will contribute to rule making efforts, implement policy, track workload assignments and trends through enhanced metrics crafted from existing systems with the goal of allocating and managing available resources according to needs. The Section Administrator will develop annual performance plans for direct reports that include clear and measurable objectives aligned with both the bureau’s and agency’s business plan. Incumbent must possess strong and effective communication skills and provide direct support to the Water Use Bureau Chief.
Occasional travel is required for purposes such as inter-agency coordination meetings, internal training sessions, pre-application meetings with permit applicants; conducting wetland determinations, compliance site visits; delivering presentations to the regulated community, local governments, homeowner groups, and non-governmental organizations.
The successful candidate will have knowledge of consumptive use permitting rules under Part II of Chapter 373, Florida Statutes, Chapter 62-40, Florida Administrative Code, and Chapter 40E-2, Florida Administrative Code.
Bachelor's Degree in a Geology or Hydrogeology (preferred), may consider a degree in Civil Engineering or related field based on experience and 10+ years of experience that demonstrates measurable career progression in discipline and leadership roles that can be directly applied to support the District's strategic goals and objectives. Typically, this includes experience in both technical development and six years of increased supervisory accountability. Prior experience attained from either internal and/or external jobs. Equivalent combination of relevant education and experience may be substituted as appropriate.
Valid State of Florida Driver's License.
Registration/licensure as a Florida Professional Geologist (P.G.) or Professional Engineer (P.E.) is required.
Physical Requirements / Working Environment
Due to the District's response role and in the total scope of emergency management, this position may at times, be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.
