Weston has a strong Department of Defense (DoD) Program, representing almost half of Company sales and revenue, with the Army Program representing eighty percent of the DoD Program. Weston’s services to DoD include Environmental Planning, Investigation, and Remediation, Military Munitions Response, SRM Fuels Design and Repair, Security/Classified Design and Construction, Environmental Response and Rapid Disaster Infrastructure response services. The Army Program provides the base and strength for each of these service areas. Weston is highly respected and actively engaged at all levels of USACE, NAVFAC, and AFCEC.
Weston is seeking candidates for the position of USACE National Program Manager. This a senior leadership position reporting to Senior VP for Strategy and Development and working directly with Weston’s Federal East and Federal West Operations Managers. The Program Manager is responsible for the development of the Army business strategy, and for the implementation and success of the program to insure continued superior service to the Army and growth of Weston’s Army Program. The Program Manager is also a key leader as part of the Weston DoD leadership team, leveraging knowledge of Army clients and programs to further support and grow Weston programs with the Navy, Air Force, and other Federal clients.
The USACE National Program Manager will establish an active and strong communication network with Weston Client Account Managers and Contract Program Managers in East and West Federal Operations Divisions; guiding, advising, and supporting them and insuring the engagement with Army clients is effective and fully integrated across the Company and vertically in the client organization. The Program Manager is expected to use this matrix network and his/her own connections with Army clients to drive effective opportunity capture, understand client programs and expectations, and to be proactive in interacting with Army clients during the execution of Army projects. The Program Manager will be the “face of Weston” to clients across the Army, establishing the credibility and strong active relationships with Army and DoD clients to guide Weston Teams to meet their expectations. The Program Manager will also create and maintain credibility with the Weston Team that he/she understands the Army client and can engage this client at any level, as needed, to enable Weston to successfully resolve issues, create confidence, and deliver superior support to our Army clients.
This position will lead strategic relationships with both small business and large business industry partners and Small Business Administration (SBA) Protégé’s that are significant components of the Army Program and growth strategy.
This position may require frequent travel associated with client and industry partner engagements, business development, professional organizations, and project execution operations.
Retired Army Corps of Engineers officer or senior civilian with command and/or senior staff experience in at least one full service District and at USACE HQ/Army Staff within the past 10 years.
Experience managing/implementing DoD programs which are part of the Weston Service base to the Army and DoD: IRP, MMRP, SRM design and construction, AE Design, Fueling Systems SRM, Disaster and Rapid Response programs, and the Federal Response ESF 3 program. Understanding of and experience with the sales elements of capturing federal contracts a plus.
Excellent leadership experience and strong team building skills, to include effective writing / verbal communication skills for interaction with Weston Teams, clients, and government agencies, both CONUS and OCONUS.
Selfless, self-starter, with established capability to operate effectively in a matrix organization.
B.S. or M.S. degree in Engineering with a minimum of 20 years of experience.
P.E. Registration and/or Project Management Professional.
US Citizen with Secret / Top Secret Clearance, or ability to get a clearance.
Active Member of SAME
Excellent organizational and operations planning and management skills.
