Performs highly complex (senior-level) geographic information system (GIS) work. Work involves coordinating and/or performing the input and manipulation of geographic information to create, maintain, display, update, and produce accurate maps and other representation of data. Reports to the Director of Planning & Programming in the Construction and Facilities Management Office. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. May supervise the work of others.
Work hours are 8:00AM to 5:00PM, 40-hour week, Monday – Friday.
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
Manages enterprise geographic information system database records. Produces required geospatial input to Installation Status Report and National Guard Bureau GIS related data calls.
Reviews geographic data from sources including censuses, field observations, satellite imagery, AutoCad data, aerial photographs, LiDar and hyperspectral data, and archival maps; and creates and modifies maps, graphs, or diagrams using geographic information software and related equipment.
Provides technical assistance and support for geographic information system projects, applications, and data to a variety of users ranging from construction and facilities management, military training centers, and environmental programs.
Digitizes, analyzes, and maintains spatial databases of relevant information, documents procedures, validates data for accuracy and completeness, prepares data in the appropriate format for Department of Defense, and produces maps with standardized templates.
Develops and implements a GIS 5-10 year work plan with input from internal team members including land survey department, real property, project management, training centers, and environmental program.
Tracks and manages GIS accounts and budget for planning projects, hardware, software, training and other GIS expenses
Establishes work flow processes to provide quality control and management of data.
Imports, creates, reformats, and processes data to produce spatial distribution maps for various studies and purposes to include construction planning, military operations, and environmental management.
Writes programs and develops user interfaces, menus, and macro-level commands to meet user needs.
Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
May occasionally work evenings, weekends or holidays.
Performs related work as assigned.
Graduation from an accredited four-year college or university with major coursework in computer science, computer information systems, geography, geographic information systems technology, management information systems, systems engineering, or a related field is required.
Three years of applied experience in geographic information systems analysis and design work is required.
Experience using Microsoft applications to include Microsoft Word and Excel is required.
Experience with ESRI’s ArcGIS programs (ArcGIS 10.0 or higher, WebGIS), Autocad programs (to include Autocad civil 3D) and Trimble Global Positioning System software and hardware is preferred.
Experience in working with processing LiDAR, hyperspectral, and remote sensing data is preferred.
Experience with the military Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) system is preferred.
REGISTRATION, CERTIFICATION OR LICENSURE:
Certified GIS Professional Registration (GISP) is preferred.
Project Management Professional (PMP) certification is also acceptable and preferred.
Valid driver’s license is required. *If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for driving state or personal vehicles to conduct agency business.

Must be able to obtain a Common Access Card (CAC). Selected candidate must pass a federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85.

KNOWLEDGE, SKILLS AND ABILITIES
Principles of geodetic science, cartography, remote sensing and data management
Advanced knowledge of advanced modules of ArcInfo and other GIS software
Understanding of Military Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) platform for military data submittals.
Knowledge of how to work with remote sensing data, LiDAR, and other high resolution datasets.
Solving problems in implementing GIS platforms and programs, troubleshooting system requirements and providing solutions to meet needs of users.
Providing guidance and training for GIS users and non-users on GIS methods, applications and equipment.
Using and maintaining GPS equipment such as hand-held data collectors, total data stations and GNSS/GPS receivers
Analyzing and working with a wide variety of Geospatial datasets, with particular emphasis on integrating AutoCad, Trimble’s Terrasync, and hyperspectral and other remote sensing data.
Preparing and designing maps to clearly represent data to audience concisely and accurately.
Integrate engineering, planning and design data, environmental data, statistical models and software into GIS applications.
Effectively organize, prioritize, and manage projects
Use advanced modules of ArcInfo and other GIS software
Develop policies and procedures for GIS data and equipment management, to include preparing annual budget requirements factoring in updates of data and devices
Communicate effectively in writing and speaking, to prepare briefings for a variety of audiences ranging from the military, the public, technical experts, engineers, designers, and environmental staff.
Work is typically performed in an office setting involving sitting, standing, walking, stooping, kneeling, or crawling. Work may periodically require the ability to lift, carry, move and/or set up equipment and materials that weigh up to 50 pounds. Requires approximately 10% travel.
